With favorable winds for a journey of ten thousand miles and weighty responsibilities upon us, we hoist our sails once more. Amid the united struggle of the whole Party and the people of all ethnic groups, implementation of the 14th Five-Year Plan is nearing a successful conclusion. From October 20 to 23, the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China convened in Beijing. This historic meeting, eagerly anticipated at home and watched closely around the world, will accurately grasp the historical stage of our Party and country’s cause during the “15th Five-Year Plan” period, conduct an in-depth analysis of the profound and complex changes in our development environment, and carry out top-level design and strategic planning for development over the next five years. It is another comprehensive mobilization and deployment to build Chinese modernization by riding the momentum forward. It embodies the historical initiative of the Party Central Committee with Comrade Xi Jinping at its core to unite and lead the entire Party and people of all ethnic groups in continuing to write new chapters in the twin miracles of rapid economic development and long-term social stability and in opening up new prospects for Chinese modernization. It will surely exert a major and far-reaching impact on the cause of the Party and the country.

征程万里风正劲，重任千钧再扬帆。在全党全国各族人民的团结奋斗中，“十四五”规划即将圆满收官。10月20日至23日，中国共产党第二十届中央委员会第四次全体会议在北京召开。这一万众期待、举世瞩目的历史性盛会，将准确把握“十五五”时期党和国家事业发展所处历史方位，深入分析我国发展环境面临的深刻复杂变化，对未来五年发展作出顶层设计和战略擘画。这是乘势而上、接续推进中国式现代化建设的又一次总动员、总部署，体现了以习近平同志为核心的党中央团结带领全党全国各族人民续写经济快速发展和社会长期稳定两大奇迹新篇章、奋力开创中国式现代化新局面的历史主动，必将对党和国家事业发展产生重大而深远的影响。

Scientifically formulating and successively implementing five-year plans is an important experience in our Party’s governance of the country and a major political advantage of socialism with Chinese characteristics. The 14th Five-Year Plan period was the first five years after China achieved a moderately prosperous society in all respects, when we built on that momentum to strive toward the Second Centenary Goal. It was a crucial period for seizing rare opportunities, withstanding various challenges, and opening up new space for development. Looking back at these five years, the world underwent changes unseen in a century at an accelerated pace, global turbulence and transformation entered a new phase, and the domestic tasks of reform, development, and stability were arduous and heavy. Facing this complex situation, the Party Central Committee with Comrade Xi Jinping at its core took overall command and steered the course, uniting and leading the entire Party and the people of all ethnic groups to tackle tough problems and strive in unity. China’s economic and social development made new pioneering progress, achieved breakthrough transformations, and garnered historic accomplishments, taking a solid and powerful step on the magnificent journey of building a modern socialist country in all respects.

科学制定和接续实施五年规划，是我们党治国理政一条重要经验，也是中国特色社会主义一个重要政治优势。“十四五”时期是我国全面建成小康社会之后，乘势而上为实现第二个百年奋斗目标而奋斗的第一个五年，是我国抓住难得机遇、顶住各种挑战、拓展发展新空间的关键时期。回顾这五年，世界百年未有之大变局加速演进，全球进入新的动荡变革期，国内改革发展稳定任务艰巨繁重。面对复杂局面，以习近平同志为核心的党中央总揽全局、掌舵领航，团结带领全党全国各族人民攻坚克难、团结奋斗，我国经济社会发展取得新的开创性进展、突破性变革、历史性成就，在全面建设社会主义现代化国家的壮阔征程上迈出了坚实有力的一步。

Since the start of the 14th Five-Year Plan, China’s total economic output has successively surpassed 110 trillion, 120 trillion, and 130 trillion yuan, and is expected to reach about 140 trillion yuan this year; China’s average annual contribution to world economic growth has remained around 30 percent. Our ranking in the Global Innovation Index has entered the top ten, and China has become one of the economies with the fastest improvement in innovation capacity in more than a decade. Major national achievements such as the aircraft carrier Fujian, the China Space Station, and domestically produced large aircraft have made frequent appearances, while frontiers like artificial intelligence and quantum communications have borne abundant fruit. One out of every three kilowatt-hours of electricity consumed nationwide now comes from green power, as we have built the world’s largest and fastest-growing renewable-energy system. We have established the world’s largest education system, social security system, and medical and health system; our social undertakings are more prosperous and public safety has further improved. Core socialist values are widely practiced, cultural development has yielded rich results, and the influence of Chinese culture has risen markedly. These achievements were hard-won and the lessons invaluable. The fundamental reason China achieved new and major accomplishments in economic and social development during the 14th Five-Year Plan period lies in the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, and in the scientific guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era—especially Xi Jinping Economic Thought. This is the greatest certainty, confidence, and guarantee for the Party and the people to overcome all difficulties and uncertainties, and it is of decisive significance for the cause of the Party and the state in the new era and for advancing the great rejuvenation of the Chinese nation.

“十四五”以来，我国经济总量连续跨越110万亿元、120万亿元、130万亿元，今年预计达到140万亿元左右，中国对世界经济增长的年均贡献率保持在30%左右；全球创新指数排名跻身前十，中国成为10多年来创新力提升最快的经济体之一，福建舰、中国空间站、国产大飞机等大国重器频频亮相，人工智能、量子通信等前沿领域创新硕果累累；全社会消费的每3度电中就有1度是绿电，构建起全球最大、发展最快的可再生能源体系；建成了全球规模最大的教育体系、社会保障体系、医疗卫生体系，各项社会事业更加繁荣，公共安全水平进一步提升；社会主义核心价值观广泛践行，文化建设成果丰硕，中华文化影响力显著提升……成就来之不易，启示弥足珍贵。“十四五”时期我国经济社会发展能够取得新的重大成就，根本在于以习近平同志为核心的党中央坚强领导，在于习近平新时代中国特色社会主义思想特别是习近平经济思想科学指引。这是党和人民战胜一切艰难险阻、应对一切不确定性的最大确定性、最大底气、最大保证，对新时代党和国家事业发展、对推进中华民族伟大复兴历史进程具有决定性意义。

The “15th Five-Year Plan” period will be a pivotal stage for consolidating the foundations and mounting an all-out effort to basically realize socialist modernization. Our development environment faces profound and complex changes; strategic opportunities coexist with risks and challenges, and uncertain and unpredictable factors are increasing. At the same time, China’s economy rests on a stable foundation, enjoys many advantages, demonstrates strong resilience, and holds vast potential; the conditions and underlying trend supporting long-term improvement remain unchanged. The advantages of our socialist system with Chinese characteristics, our ultra-large domestic market, our complete industrial system, and our abundant human resources are even more evident. Time belongs to those who forge ahead, and history belongs to the enterprising. We must maintain strategic resolve, strengthen our confidence in victory, proactively recognize, adapt to, and shape changes, and focus tightly on the Party’s central tasks in the new era and on the new journey. We should unswervingly run our own affairs well, plan and implement the goals, tasks, and strategic initiatives for “15th Five-Year” development, and ensure decisive progress toward basically realizing socialist modernization.

“十五五”时期是基本实现社会主义现代化夯实基础、全面发力的关键时期，我国发展环境面临深刻复杂变化，战略机遇和风险挑战并存、不确定难预料因素增多，同时我国经济基础稳、优势多、韧性强、潜能大，长期向好的支撑条件和基本趋势没有变，中国特色社会主义制度优势、超大规模市场优势、完整产业体系优势、丰富人才资源优势更加彰显。时间属于奋进者，历史属于奋进者。我们要保持战略定力，增强必胜信心，积极识变应变求变，紧紧围绕新时代新征程党的中心任务，坚定不移办好自己的事，把“十五五”发展的目标任务和战略举措规划好实施好，确保基本实现社会主义现代化取得决定性进展。

To run China’s affairs well, the key lies in the Party. To promote high-quality economic and social development during the “15th Five-Year Plan” period, the fundamental guarantee is upholding the Party’s overall leadership. General Secretary Xi Jinping has incisively pointed out: “Whether we can skillfully helm the world’s second-largest economy and maintain sustained and sound economic and social development ultimately depends on how well the Party plays its role as the core of leadership in economic and social development.” Only by resolutely safeguarding the authority and centralized, unified leadership of the Party Central Committee, and by embedding the Party’s leadership across all fields and throughout the entire process of economic and social development, can we fully give play to the Party’s core leadership role of taking overall responsibility and coordinating all sides, thus forming a powerful synergy to propel development. To forge iron, one must be strong oneself. We must lead social revolution through the Party’s self-revolution, persevere in advancing full and rigorous self-governance of the Party, continuously enhance the Party’s political leadership, theoretical guidance, capacity to organize the masses, and social appeal, and constantly improve the Party’s ability and competence to lead economic and social development, so as to pool mighty strength for advancing Chinese modernization.

Development is the foundation and the key to solving all of China’s problems, and high-quality development is development that embodies the new development philosophy. During the “15th Five-Year Plan” period, we must keep development grounded in high-quality growth, fully, accurately, and comprehensively implement the new development philosophy, accelerate the building of a new development pattern, and place the locally tailored development of new-quality productive forces in a more prominent strategic position. Guided by scientific and technological innovation and rooted in the real economy, we must advance the transformation and upgrading of traditional industries in an all-round way, actively develop emerging industries, and make forward-looking plans for future industries, so as to speed up the construction of a modern industrial system and promote sustained and healthy economic development and overall social progress.

发展是解决我国一切问题的基础和关键，高质量发展是体现新发展理念的发展。“十五五”时期，必须坚持把发展立足点放在高质量发展上，完整准确全面贯彻新发展理念，加快构建新发展格局，把因地制宜发展新质生产力摆在更加突出的战略位置，以科技创新为引领、以实体经济为根基，坚持全面推进传统产业转型升级、积极发展新兴产业、超前布局未来产业并举，加快建设现代化产业体系，推动经济持续健康发展和社会全面进步。

To promote high-quality economic and social development during the “15th Five-Year Plan” period, we must uphold the primacy of the people and adhere to a people-centered development philosophy. Development is meaningful only when it is for the people; development draws strength only when it relies on the people. We should take improving people’s lives and enhancing their well-being as both the starting point and the ultimate goal of development, earnestly resolve the pressing difficulties and anxieties of the people, and ensure that the fruits of modernization are shared more extensively and more equitably by all the people, constantly boosting their sense of gain, happiness, and security. Chinese modernization is socialist modernization aimed at common prosperity for all the people. We must always take the people’s aspiration for a better life as our goal, respect their principal status, and fully inspire and mobilize the boundless wisdom and strength contained among the people, injecting an inexhaustible, surging driving force into the advance of Chinese-style modernization.

推动“十五五”时期经济社会高质量发展，必须坚持人民至上，坚持以人民为中心的发展思想。为了人民而发展，发展才有意义；依靠人民而发展，发展才有动力。要把改善人民生活、增进民生福祉作为发展的出发点和落脚点，切实解决人民群众急难愁盼问题，让现代化建设成果更多更公平惠及全体人民，不断增强人民群众获得感、幸福感、安全感。中国式现代化是全体人民共同富裕的社会主义现代化。要始终把人民对美好生活的向往作为奋斗目标，尊重人民主体地位，把人民群众中蕴藏的无穷智慧和力量充分激发出来、调动起来，为推进中国式现代化注入源源不竭的澎湃动能。

To advance high-quality economic and social development during the “15th Five-Year Plan” period, we must make good use of reform and opening-up—this vital instrument. Planning and deploying reforms around the Party’s central tasks is a proven experience of our Party’s leadership over reform and opening-up. At present, bottlenecks that impede high-quality development still exist; on the new journey of advancing Chinese modernization there remain many tough nuts to crack and many hard problems to solve. All the more, we must continue to resolve deep-seated contradictions and problems by deepening reform and expanding opening-up, thereby constantly enhancing development momentum and social vitality. By taking further comprehensive deepening of reform as the fundamental driving force for advancing Chinese-style modernization, and by coordinating—in greater measure—both in-depth reforms and high-standard opening-up, we will keep tapping new drivers, opening new spaces, and creating new advantages. In so doing, we will surely seize the initiative in development and open up new horizons for our cause.

推动“十五五”时期经济社会高质量发展，要用好改革开放这个重要法宝。围绕党的中心任务谋划和部署改革，是我们党领导改革开放的成功经验。当前，推动高质量发展还存在卡点瓶颈，推进中国式现代化的新征程上还有不少硬骨头要啃，还有不少难题要破，更加需要我们通过深化改革、扩大开放不断破解深层次矛盾和问题，持续增强发展动力和社会活力。把进一步全面深化改革作为推进中国式现代化的根本动力，以更大力度统筹推进深层次改革和高水平开放，不断开掘新动能、拓展新空间、增创新优势，我们定能牢牢把握发展主动权，打开事业发展新天地。

Development and security are like two wings of one body and two wheels of one vehicle. To promote high-quality economic and social development during the “15th Five-Year Plan” period, we must coordinate development and security. Today, the great changes unseen in a century are accelerating, and the international landscape is marked by intertwined upheaval and transformation. On our path ahead there will inevitably be difficulties and obstacles; we may encounter significant tests with fierce winds and even raging waves. We must be prepared to address a series of new risks and challenges. We should strengthen bottom-line thinking, give equal weight to development and security, and plan national security in tandem with economic and social development—devising and deploying them together. We must effectively prevent and defuse various risks and challenges, strive for a virtuous interaction between high-quality development and high-level security, and use a new security architecture to safeguard the new development pattern.

发展和安全是一体之两翼、驱动之双轮。推动“十五五”时期经济社会高质量发展，必须坚持统筹发展和安全。当今世界，百年变局加速演进，国际形势变乱交织。我们的前进道路上必定会有艰难险阻，可能遇到风高浪急甚至惊涛骇浪的重大考验，必须做好应对一系列新的风险挑战的准备。要强化底线思维，坚持发展和安全并重，坚持把国家安全同经济社会发展一同谋划、一起部署，有效防范化解各类风险挑战，努力推动高质量发展和高水平安全良性互动，以新安全格局保障新发展格局。
