Seventy years ago, a group of young scholars first put forward the concept of artificial intelligence at the Dartmouth conference in New Hampshire in the United States. Over the seven decades since, AI scientists and developers in countries around the world have kept searching amid the unknown, advancing through twists and turns, and achieving breakthroughs by holding fast. Seventy years on, in the face of a new and vigorous wave of artificial intelligence, it is of great significance that we gather here on the banks of the Huangpu to discuss together how to promote the development of global AI in a direction that is uplifting and good, and that benefits humanity. On behalf of the Chinese government and the Chinese people, I extend a warm welcome to all of you.

Looking back at history, the invention of the steam engine opened up industrial civilization, the spread of electricity lit up modern society, and the birth of the internet connected the entire world. Each technological revolution has profoundly reshaped the ways human beings produce and live, and driven a major leap in economic and social development.

回望历史，蒸汽机的发明开启工业文明，电力的普及点亮现代社会，互联网的诞生连接整个世界。每一次科技革命都深刻重构人类生产生活方式，推动经济社会发展大幅跃升。

At present, changes unseen in a century are accelerating across the world, a new round of technological revolution and industrial transformation is accelerating toward breakthroughs, and global AI innovation has entered an unprecedentedly active period. Intelligent technologies — the intelligent connection of all things, human-machine collaboration, cross-sector integration, co-creation and sharing — are releasing enormous energy in combination, holding both great opportunity and governance challenges. Humanity cannot avoid confronting the questions of our era: when machines begin to think, how are humans to get along with them? When algorithms take part in decision-making, how is safety to be guaranteed? When technology challenges ethics, how is governance to keep up? When the divide keeps widening, how is inclusive benefit to be achieved? These questions require the international community to think deeply and answer together.

当前，世界百年变局加速演进，新一轮科技革命和产业变革加速突破，全球人工智能技术创新进入前所未有的活跃期，万物智联、人机协同、跨界融合、共创分享的智能技术，叠加释放巨大能量，既蕴含巨大机遇，也面临治理挑战。人类不得不直面时代之问：当机器开始思考，人类如何与之相处？当算法参与决策，安全如何保障？当技术挑战伦理，治理如何跟上？当鸿沟不断拉大，普惠如何实现？这些问题需要国际社会深入思考、共同作答。

China believes that all countries should uphold the philosophy of putting people first and pursuing what is uplifting and good, make artificial intelligence an important source of momentum for promoting common prosperity and safeguarding common security, and work hand in hand to build a just and equitable global AI governance system. Here I would like to offer four points.
