Chapter 1: General Provisions

第一章　总则

Article 1. These Measures are formulated in accordance with the "Opinions of the CCP Central Committee and State Council on Completely, Accurately, and Comprehensively Implementing the New Development Philosophy to Do a Good Job in Carbon Peaking and Carbon Neutrality," the "Opinions of the CCP Central Committee and State Council on Accelerating the Comprehensive Green Transformation of Economic and Social Development," and related provisions. The aim is to leverage the strategic pulling role of carbon peaking and carbon neutrality, accelerate the construction of a dual-control system for total carbon emissions and carbon emissions intensity, and push local Party committees and governments to establish and practice the correct view of political performance and resolutely shoulder responsibility for carbon peaking and carbon neutrality.

第一条　为了发挥碳达峰碳中和的战略牵引作用，加快构建碳排放总量和强度双控制度体系，推动地方党委和政府树立和践行正确政绩观、坚决扛起碳达峰碳中和责任，根据《中共中央、国务院关于完整准确全面贯彻新发展理念做好碳达峰碳中和工作的意见》、《中共中央、国务院关于加快经济社会发展全面绿色转型的意见》和有关规定，制定本办法。

Article 2. These Measures apply to the evaluation and assessment, starting from 2026, of Party committees and governments of all provinces (autonomous regions and municipalities directly under the central government) on their implementation of carbon peaking and carbon neutrality objectives and tasks, and on their progress in accelerating the comprehensive green transformation of economic and social development.

第二条　本办法适用于自2026年度起对各省（自治区、直辖市）党委和政府落实碳达峰碳中和目标任务，加快经济社会发展全面绿色转型进展情况的评价考核。

Article 3. Under the centralized and unified leadership of the Party Central Committee, evaluation and assessment work shall be overall coordinated and guided by the Central Organization Department, and implemented by the National Development and Reform Commission (NDRC) together with relevant departments.

第三条　在党中央集中统一领导下，评价考核工作由中央组织部统筹指导，由国家发展改革委会同有关部门实施。

Article 4. Evaluation and assessment shall implement joint Party-government responsibility and dual responsibility for each post, adhering to the working principles of overall coordination, objectivity and fairness, scientific standardization, and focus on practical effects.

第四条　评价考核实行党政同责、一岗双责，坚持统筹兼顾、客观公正、科学规范、注重实效的工作原则。

Chapter 2: Content of Evaluation and Assessment

第二章　评价考核内容

Article 5. Evaluation and assessment shall closely center on implementing the decisions and deployments of the Party Central Committee and the State Council on carbon peaking and carbon neutrality, as well as the nationally determined contribution targets for responding to climate change, and shall push provinces (autonomous regions and municipalities) to implement the dual-control targets for total carbon emissions and intensity.

第五条　评价考核紧紧围绕贯彻落实党中央、国务院关于碳达峰碳中和的决策部署以及应对气候变化国家自主贡献目标开展，推动各省（自治区、直辖市）落实碳排放总量和强度双控目标。

Article 6. Evaluation and assessment shall establish control indicators and supporting indicators.
