A strategic choice to meet risks and challenges and safeguard national resource security. General Secretary Xi Jinping has stressed, “To realize the Chinese Dream of the great rejuvenation of the Chinese nation and ensure that the people live and work in peace and contentment, national security is the top priority.” Resource security concerns national survival and development and is one of the most fundamental security needs. China is both a major producer and consumer of mineral resources, but for some strategic minerals, external dependence remains high and supply-chain resilience needs strengthening. The complex and volatile international geopolitical environment and the rise of trade protectionism have made the supply of strategic minerals more uncertain and unstable, with potential risks that cannot be ignored. Only by firmly grasping energy and resource security in our own hands can we seize the initiative in international competition and advance steadily over the long term. The past extensive growth model driven by massive resource inputs is no longer sustainable; we must shift to an intensive model that emphasizes connotation, efficiency, and environmental friendliness. Improving the “three rates”—ore recovery rate, beneficiation recovery rate, and comprehensive utilization rate of associated minerals—essentially raises total factor productivity and is an important hallmark of high-quality development in mining. In recent years, the national natural-resources system, together with relevant departments, localities, and enterprises, has thoroughly implemented the decisions of the CPC Central Committee and the State Council, adopted a series of strong measures, and steadily raised the levels of exploration, development, and comprehensive utilization—achieving notable results. 近年来,全国自然资源系统会同有关部门、地方和企业,深入贯彻落实党中央、国务院决策部署,采取一系列有力措施,推动矿产资源勘查开发与综合利用水平稳步提升,取得显著成效。

The new round of “prospecting breakthrough” strategic action has advanced in depth, further consolidating the resource base. General Secretary Xi Jinping stressed, “We must intensify exploration, implement a new round of prospecting breakthrough strategic action, and raise the level of development and protection of marine and mineral resources.” Centered on national strategic needs, we are accelerating a new mechanism for prospecting breakthroughs featuring central–local–enterprise coordination and integrated “survey–evaluation–tackling” advancement; strengthening the synergy of science and technology, talent, and equipment; and deploying a series of basic geological surveys and exploration projects in key metallogenic belts. With stronger policy support and increased inputs from the central and local governments and enterprises, exploration technologies keep advancing, and deep detection and prospecting prediction capabilities have been significantly enhanced. A number of large and super-large deposits have been discovered and evaluated in succession; major progress has been made in key western metallogenic belts and in the deep and peripheral parts of old mines; there have been major discoveries in oil, gas, and uranium; and breakthroughs have been achieved in strategic emerging minerals. New reserves have been added for multiple important minerals, and the years of guaranteed supply for key minerals has been stabilized or even extended, creating continuity for resource security. The level of rational extraction has improved across the board, and development order has been continually standardized. General Secretary Xi Jinping noted, “We must strengthen the production and supply of grain and strategic mineral resources and build strategic bases to guarantee the supply of key primary products for the country,” and “strengthen planning control of mineral resources and promote large-scale, intensive development and utilization.” A large number of energy-resource bases and national planned mining areas have now been built; the structure of mines by size has become more rational; large and medium-sized mines account for more than 50% by number and over 80% by capacity nationwide. Green-mine construction has been reinforced, with more than 1,000 national-level and over 4,000 provincial-level green mines established. For scarce strategic minerals, we have pushed producing mines to raise output efficiently and accelerated capacity formation in mines under construction. By clearing bottlenecks and difficulties, we have surveyed and activated unused resources and built a number of new mine capacities. We have rationally controlled total extraction of advantageous minerals such as rare earths and tungsten to promote sustainable supply. The level of comprehensive utilization has risen substantially, yielding notable benefits in conservation and intensive use. General Secretary Xi Jinping emphasized, “Grasp resource utilization at the source, advance total resource management, scientific allocation, comprehensive conservation, and recycling, and comprehensively improve resource-use efficiency.” With mechanisms for policy incentives, standards guidance, technology promotion, exemplary pilots, and strengthened supervision, we have issued 125 “three-rate” indicator standards across mineral types; re-evaluated associated and low-grade resources; and promoted more than 300 advanced and applicable technologies for conservation and comprehensive utilization. Many previously hard-to-use low-grade ores are gradually becoming economically minable resources—turning “idle ores” into “active ores,” small deposits into big ones, and waste into treasure; extending processing chains; and steadily raising resource output. The Third Plenary Session of the 20th CPC Central Committee proposed improving the coordinated and connected system for exploration, production, supply, storage, and sales of strategic mineral resources. At present, China’s mineral-resource demand is in an upswing; management policies are in an adjustment period; the coordinated development of mining and ecological protection is in transition; and the external environment is unstable. Strengthen legal and policy safeguards and build long-term mechanisms of incentives and constraints. Deepen reform of the mineral-resources management system; fully implement the newly revised Mineral Resources Law; accelerate the “establish-revise-repeal” work on supporting regulations such as the Detailed Implementation Rules; and promote organic alignment between approvals for mineral use and for land, forests, grasslands, and maritime areas. Fully advance competitive assignment of mining rights to better reflect resource scarcity, market supply-demand relationships, and ecological-environmental costs. Give prominence to planning-led control and optimize the development–protection pattern. Properly draw up the “15th Five-Year” mineral-resources plan, scientifically set targets and tasks for prospecting to increase reserves, ramping up production, and comprehensive utilization; plan major projects; strengthen the construction of energy-resource bases and national planned mining areas; and accelerate the formation of a new batch of national-level mining bases. Promote coordination between mineral development and regional development, territorial-spatial patterns, and ecological-protection red lines. Strengthen the reserve and protection of strategic-mineral deposits. Scientifically regulate the total amount and timing of mining-rights offerings to guide the clustering of capital, technology, and talent in leading enterprises and key regions. Focus on strategic minerals—highlighting scarce and bulk advantageous minerals—enhance basic geological surveys and potential assessments, and broaden the sources of exploration blocks. Improve the funding mechanism for prospecting, increase central fiscal input, and guide social capital to participate. Encourage mining enterprises to conduct “just-in-mine” exploration in deeper and marginal zones. Vigorously promote advanced, applicable digital and intelligent technologies; deepen integration across industry, academia, research, and application; and speed up the transformation and industrial application of S&T achievements.
