The Law of the People's Republic of China on Promoting Ethnic Unity and Progress will formally take effect on July 1 of this year. To help everyone better understand the relevant situation, we have today invited Mr. Chen Ruifeng, Deputy Director of the Central United Front Work Department and Director of the State Ethnic Affairs Commission; Mr. Bayinchaolu, Member of the Standing Committee of the National People's Congress and Chairman of the NPC Ethnic Affairs Committee; Mr. Duan Yijun, Deputy Director of the Central United Front Work Department; Mr. Lei Jianbin, Deputy Director of the Legislative Affairs Commission of the NPC Standing Committee; and Mr. Hu Weilie, Deputy Minister of Justice. The Chinese nation is a unified family of diverse peoples bound together. Ethnic unity is the lifeline of all peoples of our country. Since the 18th National Congress of the Party, the Party Central Committee with Comrade Xi Jinping at its core has placed high importance on ethnic affairs work, and clearly put forward forging a strong sense of community for the Chinese nation as the guiding thread of the Party's ethnic affairs work in the new era and of all work in ethnic minority areas, giving rise to the important thought of General Secretary Xi Jinping on strengthening and improving ethnic affairs work. Under the scientific guidance of this important thought, China's ethnic unity and progress has achieved new historic accomplishments, and the outlook of ethnic minorities, ethnic minority areas, ethnic relations, and the Chinese nation as a whole have all undergone earth-shaking historic transformations.

中华民族是各民族凝聚成的多元一体大家庭。民族团结是我国各族人民的生命线。党的十八大以来，以习近平同志为核心的党中央高度重视民族工作，鲜明提出把铸牢中华民族共同体意识作为新时代党的民族工作主线、民族地区各项工作的主线，形成了习近平总书记关于加强和改进民族工作的重要思想。在这一重要思想的科学指引下，我国民族团结进步事业取得新的历史性成就，少数民族的面貌、民族地区的面貌、民族关系的面貌、中华民族的面貌都发生了翻天覆地的历史性巨变。

The Third Plenary Session of the 20th Central Committee of the Party, with an eye toward improving the institutional mechanisms for forging a strong sense of community for the Chinese nation, put forward the major political and legislative task of enacting the Law on Promoting Ethnic Unity and Progress. General Secretary Xi Jinping presided over a Politburo meeting to deliberate on the draft law; the Fourth Session of the 14th National People's Congress voted to adopt it; and President Xi Jinping promulgated it by issuing Presidential Order No. 71. The Law on Promoting Ethnic Unity and Progress implements the decisions and deployments of the Party Central Committee, is grounded in the historic positioning of the Party's ethnic affairs work in the new era, comprehensively upholds the provisions, principles, and spirit of the Constitution, and lays a solid rule-of-law foundation for forging a strong sense of community for the Chinese nation and advancing Chinese nation community building. It holds great significance for comprehensively advancing the cause of ethnic unity and progress, and for rallying all peoples of the country to unite and strive together in advancing the great cause of building a strong country and national rejuvenation through Chinese modernization.

党的二十届三中全会着眼健全铸牢中华民族共同体意识制度机制，提出制定民族团结进步促进法这一重大政治任务和立法任务。习近平总书记主持召开中央政治局会议研究民族团结进步促进法草案，十四届全国人大四次会议表决通过民族团结进步促进法，国家主席习近平签署第七十一号主席令予以公布。民族团结进步促进法贯彻落实党中央决策部署，立足新时代党的民族工作的历史方位，全面贯彻宪法规定、原则和精神，为铸牢中华民族共同体意识、推进中华民族共同体建设夯实法治根基，对全面推进民族团结进步事业，推动全国各族人民为以中国式现代化全面推进强国建设、民族复兴伟业团结奋斗具有重大意义。

This is an important law that declares the Party's and state's major policies on ethnic affairs work. The Law on Promoting Ethnic Unity and Progress translates General Secretary Xi Jinping's important thought on strengthening and improving ethnic affairs work — especially the major concept of forging a strong sense of community for the Chinese nation — into the will of the state. It elevates to legal provisions the successful experiences in advancing Chinese nation community building and the cause of ethnic unity and progress since the 18th Party Congress, and declares and clarifies the political stance, specific tasks, and direction of effort of the Party and state on ethnic affairs work in the new era. It institutionally and legally guarantees the Party's comprehensive leadership over ethnic affairs work, continually consolidates the common ideological-political and rule-of-law foundations for the united struggle of all ethnic groups, and unites hearts and minds in the shared dream of the great rejuvenation of the Chinese nation.

This is a promotional law that safeguards the fundamental and overall interests of the Chinese nation. The Law on Promoting Ethnic Unity and Progress closely centers on ethnic unity as the lifeline, and from the perspective of the integrity of the Chinese nation and the shared interests of all ethnic groups, emphasizes forging a strong sense of community for the Chinese nation and advancing Chinese nation community building, using this to regulate ethnic relations across the country. The legislative intent is clear: it expressly states that the various ethnic groups have coalesced into a community of shared destiny in which bloodlines are intermingled, beliefs are shared, cultures are in communication, economies are interdependent, and emotions are bound together. It profoundly expounds that the formation and development of the Chinese nation community is the aspiration of the people, the trend of the times, and a historical inevitability. It guides all peoples of the country to firmly establish the community concept of sharing weal and woe, honor and disgrace, life and death, and fate together, and to be deeply committed to the great motherland, the Chinese nation, Chinese culture, the Chinese Communist Party, and socialism with Chinese characteristics.

This is a basic law for implementing the relevant constitutional provisions, handling ethnic affairs, and conducting ethnic affairs work. The Law on Promoting Ethnic Unity and Progress is the only newly enacted law since the 18th Party Congress to feature a standalone preamble, fully reflecting its status as a foundational basic law of an overarching and programmatic nature. The law clearly delineates the rights, obligations, and responsibilities of individual citizens, state organs and civil servants, people's congresses at all levels, mass organizations, enterprises and public institutions and social organizations, religious groups, grassroots self-governing organizations, and the military, and represents a major landmark achievement in the modernization of the governance system and capacity for ethnic affairs in the new era.
