To deeply study and implement the spirit of the Fourth Plenary Session of the 20th CPC Central Committee, a reporter from People's Daily interviewed Zhuang Rongwen, Director of the Cyberspace Administration of China.

Cybersecurity and Informatization Have Achieved New Major Achievements

Reporter: How should we understand the achievements made in the development of cybersecurity and informatization during the "14th Five-Year Plan" period?

Zhuang Rongwen: During the "14th Five-Year Plan" period, under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core, and under the scientific guidance of General Secretary Xi Jinping's important thinking on building a leading cyber power, the cause of cybersecurity and informatization has achieved new major achievements, and the construction of a leading cyber power has taken new solid steps. Looking back on these five years, they have been five years of upholding integrity and innovation, overcoming difficulties and making breakthroughs, strengthening foundations, and leaping forward for cybersecurity and informatization work. They have been five years where mainstream online ideology and public opinion continued to grow stronger, the cybersecurity barrier was increasingly consolidated, the people enjoyed the fruits of internet development more comprehensively, and the comprehensive strength of cyberspace continuously leaped. The cause of cybersecurity and informatization has provided powerful service, support, and guarantee for Chinese modernization.

网信事业取得新的重大成就

记者：如何认识“十四五”时期网信事业发展取得的成就？

庄荣文：“十四五”时期，在以习近平同志为核心的党中央坚强领导下，在习近平总书记关于网络强国的重要思想科学指引下，网信事业取得新的重大成就，网络强国建设迈出新的坚实步伐。回顾这五年，是网信工作守正创新、攻坚突破、强基固本、跨越提升的五年，是网上主流思想舆论持续壮大、网络安全屏障日益筑牢、人民群众享受互联网发展成果更加全面、网络空间综合实力不断跃升的五年，网信事业为中国式现代化提供了有力服务、支撑和保障。

First, the upward and positive trend of the online ecology has become more consolidated. Adhering to the online publicity of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guide, strengthening major theme propaganda, and reinforcing major issue setting, there have been over 100 highlights of major online theme propaganda each year. We innovatively created brand activities such as "Why China" and "Writing the Chapter of Youth on the Land of the Motherland," gathering a magnificent force of unity and forge ahead in cyberspace. Focusing on prominent online chaos, we deeply carried out the "Clear and Bright" (Qinglang) series of special actions. From 2021 to 2024, a cumulative total of 814 million pieces of illegal and harmful information were cleaned up, and nearly 170 million harmful accounts were disposed of, making cyberspace clearer and brighter.

一是网络生态向上向好态势更加巩固。坚持以习近平新时代中国特色社会主义思想网上宣传为统领，加强重大主题宣传，强化重大议题设置，每年100多项网上重大主题宣传亮点纷呈，创新打造“何以中国”“把青春华章写在祖国大地上”等品牌活动，在网络空间汇聚起团结奋进的磅礴力量。聚焦网上突出乱象，深入开展“清朗”系列专项行动，2021年至2024年累计清理违法和不良信息8.14亿条、处置有害账号近1.7亿个，网络空间更加清朗。

Second, the role of informatization in empowering high-quality development has become more prominent. The pace of independent innovation in core technologies in the field of cybersecurity and informatization has accelerated, with important progress made in integrated circuits, basic software, etc. Solid progress has been made in 6G forward-looking research and technical trials, and innovative achievements in quantum technology, brain-computer interfaces, etc., have continuously emerged. We have built the world's largest network infrastructure, with the scale of the digital economy firmly ranking second in the world for many consecutive years. The level of data resource development and utilization has continuously improved, the coordinated transformation and development of digitalization and greening has accelerated and increased efficiency, information benefits for the people have continued to deepen, and the construction of e-government and digital villages has been deeply promoted. From the end of 2020 to June 2025, the number of active IPv6 users grew from 462 million to 834 million, and the scale of netizens grew from 989 million to 1.123 billion, forming the world's largest and most vibrant online society.

二是信息化赋能高质量发展作用更加凸显。网信领域核心技术自主创新步伐加快，集成电路、基础软件等取得重要进展，6G前瞻研究和技术试验扎实推进，量子科技、脑机接口等创新成果不断涌现。建成全球规模最大的网络基础设施，数字经济规模连续多年稳居世界第二，数据资源开发利用水平持续提升，数字化绿色化协同转型发展提速增效，信息惠民持续深化，电子政务、数字乡村建设深入推进。从2020年底到2025年6月，IPv6活跃用户数从4.62亿增长至8.34亿，网民规模从9.89亿增长至11.23亿，形成全球最大、生机勃勃的网络社会。

Third, the national cybersecurity barrier is more solid. A national cybersecurity defense system has been preliminarily constructed, achieving "single-point discovery, network-wide defense" against major cybersecurity threats. The security protection capabilities of critical information infrastructure have been effectively improved. Data security management and personal information protection have been continuously strengthened, the national security management system for cross-border data transfer has been basically established, and artificial intelligence security governance has been continuously deepened. The National Cybersecurity Awareness Week has been successfully held for 12 consecutive years, promoting the establishment of cyberspace security colleges in over 100 universities, and the ecosystem for the integrated development of education, technology, and industry is accelerating its formation.

三是国家网络安全屏障更加坚实。国家网络安全防御体系初步构建，实现对重大网络安全威胁的“一点发现、全网防御”。关键信息基础设施安全保护能力有效提升。数据安全管理和个人信息保护持续加强，国家数据出境安全管理制度基本建成，人工智能安全治理不断深化。连续12年成功举办国家网络安全宣传周，推动100余所高校成立网络空间安全学院，教育技术产业融合发展生态加速形成。
