To govern the country, the Party must be governed first; only when the Party thrives can the nation be strong. The “Recommendations of the Central Committee of the Communist Party of China on Formulating the 15th Five-Year Plan for National Economic and Social Development” adopted at the Fourth Plenary Session of the 20th CPC Central Committee (hereinafter referred to as the “Proposals”) stresses that we must “persist in advancing full and rigorous Party self-governance,” highlighting the critical importance of full and rigorous Party self-governance for achieving the economic and social development goals of the 15th Five-Year Plan period. We must fully grasp and earnestly implement this, continue to govern the Party with a spirit of reform and with strict standards, lead social revolution through the Party’s self-revolution, and gather immense strength to comprehensively advance the building of a strong country and the great cause of national rejuvenation through Chinese modernization. 治国必先治党，党兴才能国强。党的二十届四中全会通过的《中共中央关于制定国民经济和社会发展第十五个五年规划的建议》（以下简称《建议》），强调必须“持之以恒推进全面从严治党”，凸显了全面从严治党对实现“十五五”时期经济社会发展目标的极端重要性。我们要深刻领会、认真落实，坚持用改革精神和严的标准管党治党，以党的自我革命引领社会革命，为以中国式现代化全面推进强国建设、民族复兴伟业凝聚磅礴力量。

I. Full and rigorous self-governance of the Party provides the fundamental guarantee for the Party and the country to achieve historic accomplishments and undergo historic transformations in the new era 一、全面从严治党为新时代党和国家事业取得历史性成就、发生历史性变革提供根本保障

The Recommendations, in summarizing the major achievements China has made in development during the 14th Five-Year Plan period, point out: “Remarkable results have been achieved in comprehensively and strictly governing the Party, the anti-corruption struggle has been pushed in depth, and the Party’s creativity, cohesion and combat effectiveness have been significantly enhanced.” Practice has shown that comprehensively and strictly governing the Party is the fundamental guarantee for the major achievements in the undertakings of the Party and the country in the new era.

《建议》在总结“十四五”时期我国发展取得重大成就时指出：“全面从严治党成效显著，反腐败斗争纵深推进，党的创造力、凝聚力、战斗力明显提高。”实践表明，全面从严治党是新时代党和国家事业取得重大成就的根本保障。

Since the 18th CPC National Congress, the CPC Central Committee with Comrade Xi Jinping at its core has included comprehensive and strict governance over the Party in the Four-Pronged Comprehensive Strategy, has unswervingly advanced full and strict governance over the Party, and has opened up a new realm of self-revolution for a century-old Party, providing strong guarantees for breaking new ground and opening new chapters in the new era. In terms of political guarantees, we have adhered to taking the Party’s political building as the overarching guide for Party building, firmly safeguarded the authority and centralized, unified leadership of the CPC Central Committee, strictly observed the Party’s political discipline and rules, and effectively enhanced the whole Party’s political judgment, political understanding and political execution, thus forcefully reversing the tendencies of weakened, hollowed-out and marginalized Party leadership, and enabling the Party to fully exercise its core leadership role of coordinating all sides and taking overall charge in the undertakings of the Party and the country.

党的十八大以来，以习近平同志为核心的党中央把全面从严治党纳入“四个全面”战略布局，坚定不移全面从严治党，开辟了百年大党自我革命新境界，为新时代开新局、谱新篇提供了有力保障。在政治保障方面，坚持以党的政治建设统领党的建设各项工作，坚定维护党中央权威和集中统一领导，严明党的政治纪律和政治规矩，切实提高全党政治判断力、政治领悟力、政治执行力，有力扭转了党的领导弱化虚化边缘化倾向，在党和国家事业中发挥了党总揽全局、协调各方的领导核心作用。

In terms of ideological guarantees, we have persisted in arming the whole Party with Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, in guiding practice and advancing work with it, and in continuously carrying out intra-Party centralized education; we have used the Party’s innovative theory to lead in deepening reform and opening up, solving development problems, expanding development space, and promoting high-quality development.

在思想保障方面，坚持用习近平新时代中国特色社会主义思想武装全党、指导实践、推动工作，持续开展党内集中教育，用党的创新理论引领深化改革开放、破解发展难题、拓展发展空间、推动高质量发展。

In terms of organizational guarantees, we have put forward and upheld the Party’s organizational line for the new era, implemented the criteria for good officials in the new era, focused on fostering a high-caliber cadre team that is loyal, clean and responsible, and on building an outstanding pool of talent that is committed to patriotism and dedication and is brave in innovation and creation; we have striven to build a rigorous organizational system that is well-connected from top to bottom and excels in execution, and to give full play to the role of primary-level Party organizations as fighting fortresses and of Party members as vanguards and role models in advancing reform, development and stability.

在组织保障方面，提出和坚持新时代党的组织路线，贯彻和落实新时代好干部标准，着力培养造就忠诚干净担当的高素质专业化干部队伍，着力建设矢志爱国奉献、勇于创新创造的优秀人才队伍，着力构建上下贯通、执行有力的严密组织体系，在推动改革发展稳定中充分发挥基层党组织战斗堡垒作用和党员先锋模范作用。

In terms of conduct guarantees, starting with formulating and implementing the Eight-Point Decision of the Central Committee, we have taken as the main thread the maintenance of the Party’s flesh-and-blood ties with the people and continuously deepened efforts to tackle the “Four Malfeasances” (formalities for formalities’ sake, bureaucratism, hedonism and extravagance), put a stop to some unhealthy tendencies that had persisted for a long time, and rectified some chronic ills that had not been eliminated for years, resulting in a fresh look in Party conduct, government conduct and social conduct.

在作风保障方面，从制定和落实中央八项规定开局破题，紧紧围绕保持党同人民群众的血肉联系持续深化纠治“四风”，刹住了一些长期没有刹住的歪风，纠治了一些多年未除的顽瘴痼疾，推动党风政风社风焕然一新。

In terms of disciplinary guarantees, we have upheld the principle of governing the Party by systems and rules, included strengthened Party discipline as part of the overall layout of Party building in the new era and taken it as a fundamental strategy for comprehensively and strictly governing the Party, so as to bring into full play the role of Party discipline in education, restraint, guarantee and motivation, and to guide Party members and cadres to exercise power correctly and actively take responsibility while observing rules and discipline. In particular, through an unprecedented anti-corruption struggle, we have purged a number of corrupt elements, purified the ranks of cadres, and safeguarded the Party’s image and prestige.

在纪律保障方面，坚持制度治党、依规治党，把加强纪律建设纳入新时代党的建设总体布局，作为全面从严治党的治本之策，综合发挥党的纪律教育约束、保障激励作用，引导党员干部在遵规守纪中正确行使权力、积极担当作为。特别是开展史无前例的反腐败斗争，清除了一批腐败分子，纯洁了干部队伍，维护了党的形象和威信。

That the undertakings of the Party and the country have been able to achieve historic achievements and undergo historic transformations, and have been able to write new chapters in the “two miracles,” is, at the root, due to the Party and due to full and strict governance over the Party.

党和国家事业之所以能够取得历史性成就、发生历史性变革，续写“两大奇迹”新篇章，关键在党、关键在全面从严治党。
