In order to advance the expansion of capacity and improvement of quality in the service sector, promote its high-quality and efficient development, and better leverage its role in supporting industrial upgrading, meeting the needs of people's livelihoods, and driving employment growth, the following opinions are hereby put forward.

为推进服务业扩能提质，促进服务业优质高效发展，更好发挥服务业支撑产业升级、满足民生需要、带动就业扩容的作用，现提出以下意见。

I. Overall Requirements

一、总体要求

Taking Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as guidance, thoroughly implementing the spirit of the 20th Party Congress and all plenary sessions of the 20th Central Committee, conscientiously implementing the deployments of the Fourth Plenary Session, fully, accurately, and comprehensively applying the new development philosophy, adhering to the combination of an effective market and a capable government, adhering to the parallel pursuit of capacity expansion and quality improvement and the coordination of development and regulation, emphasizing demand-driven growth, breakthroughs in reform, empowerment through science and technology, and openness and cooperation, coordinating the optimization of new increments with the revitalization of existing stock, we shall thoroughly implement the action to expand capacity and improve quality in the service sector, break down institutional and mechanism barriers that constrain the sector's development, advance the extension of producer services toward specialization and the high end of the value chain, promote the high-quality, diversified, and convenient development of consumer services, and provide strong support for the accelerated construction of a modern industrial system.

以习近平新时代中国特色社会主义思想为指导，深入贯彻党的二十大和二十届历次全会精神，认真落实四中全会部署，完整准确全面贯彻新发展理念，坚持有效市场和有为政府相结合，坚持扩能和提质并举、发展和监管统筹，突出需求牵引、改革攻坚、科技赋能、开放合作，统筹做优增量和盘活存量，深入实施服务业扩能提质行动，破除制约服务业发展的体制机制障碍，推进生产性服务业向专业化和价值链高端延伸，促进生活性服务业高品质多样化便利化发展，为加快建设现代化产业体系提供有力支撑。

By 2030, significant progress shall be made in the high-quality development of the service sector, the total scale of the sector shall climb to the 100-trillion-yuan threshold, and a development pattern featuring higher quality, a better structure, superior standards, and greater vitality shall be basically formed. More "China Service" brands shall be cultivated, the global competitiveness and influence of the service sector shall be significantly enhanced, and the people's sense of gain shall continue to grow.

到2030年，服务业高质量发展取得明显进展，服务业总规模迈上100万亿元台阶，质量更高、结构更优、品质更佳、活力更足的发展格局基本形成，培育更多"中国服务"品牌，服务业全球竞争力、影响力明显增强，人民群众获得感持续提升。

II. Strengthening Weak Links Across the Entire Chain of Producer Services

二、全链条补强生产性服务业薄弱环节

(1) Strengthening the Supporting Role of Science and Technology Services

（一）强化科技服务支撑作用

R&D and design. Cultivate leading enterprises in industrial design, and raise levels of specialization and internationalization. Enhance the service capacity of the national network management platform for major scientific research infrastructure and large-scale scientific research instruments, and improve the open-sharing evaluation and assessment mechanism for research facilities and instruments. Raise the level of full-process services such as engineering surveying, design, and supervision.

研发设计。培育工业设计领军企业，提高专业性、国际化水平。提高重大科研基础设施和大型科研仪器国家网络管理平台服务能力，完善科研设施仪器开放共享评价考核机制。提升工程勘察、设计、监理等全过程服务水平。

Intellectual property. Develop IP strategic consulting, patent navigation, and other services, and screen high-value patents. Support the establishment of key-industry patent pools, systematically raise the level of IP services, and enhance capabilities for managing foreign-related IP risks and providing legal services. Strengthen capacity for international copyright operations.

知识产权。发展知识产权战略咨询、专利导航等服务，筛选高价值专利。支持建设重点产业专利池，系统提升知识产权服务水平，增强涉外知识产权风险应对和法律服务能力。加强版权国际运营能力建设。
