New employment groups are an important component of socialist laborers and an indispensable force in economic and social development. Emerging sectors in China are currently developing rapidly, with new business forms supported by internet platforms in particular emerging in large numbers and bringing together new employment groups of enormous scale. To strengthen the service and management of new employment groups, with the approval of the Party Central Committee and the State Council, the following opinions are hereby put forward.

新就业群体是社会主义劳动者的重要组成部分，是经济社会发展不可或缺的重要力量。当前我国新兴领域迅速发展，尤其是以互联网平台为支撑的新业态大量涌现，聚集了规模庞大的新就业群体。为加强新就业群体服务管理，经党中央、国务院同意，现提出如下意见。

I. Overall Requirements

一、总体要求

Take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guide; thoroughly implement the spirit of the 20th Party Congress and successive plenums of the 20th Central Committee; uphold and strengthen the Party's overall leadership; adhere to a people-centered approach; take reform and innovation as the driving force; improve working mechanisms; strengthen overall coordination; emphasize comprehensive policy measures; strengthen ideological and political guidance; carry out the work of cohesion and service well; safeguard lawful rights and interests in accordance with the law; build harmonious labor relations; enhance the sense of gain, happiness, and security of new employment groups; guide new employment groups to listen to and follow the Party; and continuously consolidate the class foundation, mass foundation, and social foundation of the Party's long-term governance.

坚持以习近平新时代中国特色社会主义思想为指导，深入贯彻党的二十大和二十届历次全会精神，坚持和加强党的全面领导，坚持以人民为中心，坚持以改革创新为动力，健全工作机制，强化统筹协调，注重综合施策，加强思想政治引领，做好凝聚服务工作，依法维护合法权益，构建和谐劳动关系，提升新就业群体获得感幸福感安全感，引导新就业群体听党话、跟党走，不断巩固党长期执政的阶级基础、群众基础、社会基础。

The main objectives are: by 2027, the working mechanism featuring top-down coordination, integration of vertical and horizontal lines, and effective synergy will be further refined; Party organizations and Party work will achieve full coverage among new employment groups; labor and employment practices will be progressively standardized; the working environment will be markedly improved; and lawful rights and interests will be vigorously protected. In another three to five years, the service and management system for new employment groups will be more robust, ideological and political guidance will be more effective, labor relations will be more harmonious, the working environment will be friendlier, the protection of lawful rights and interests will be more adequate, occupational recognition will be markedly elevated, and more visible substantive progress will be achieved in the all-around development of new employment groups.

主要目标是：到2027年，上下联动、条块结合、有效协同的工作机制进一步完善，新就业群体党的组织和党的工作全面覆盖，劳动用工逐步规范，从业环境显著改善，合法权益有力保障。再过3至5年，新就业群体服务管理制度更加健全，思想政治引领更加有力，劳动关系更加和谐，从业环境更加友好，合法权益保障更加充分，职业认可度显著提升，新就业群体全面发展取得更为明显的实质性进展。

II. Strengthening Ideological and Political Guidance

二、加强思想政治引领

(1) Strengthen ideological and political work among new employment groups. Persist in using Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to forge cohesion and shape minds, and continuously deepen new employment groups' political identification, ideological identification, theoretical identification, and emotional identification with the Party. Drawing on the actual circumstances of new employment groups, carry out education on ideals and convictions; conduct propaganda and education on socialism with Chinese characteristics, Chinese modernization, and the Chinese Dream of the great rejuvenation of the Chinese nation; deepen propaganda and education on the core socialist values; and vigorously promote the spirit of labor, struggle, dedication, creativity, and frugality. Combine online and offline approaches and explore methods of study and education suited to the characteristics of new employment groups. Enrich the cultural life of new employment groups. Combine resolving ideological problems with addressing practical difficulties to enhance the effectiveness of ideological and political work.

（一）加强新就业群体思想政治工作。坚持不懈用习近平新时代中国特色社会主义思想凝心铸魂，不断增进新就业群体对党的政治认同、思想认同、理论认同、情感认同。结合新就业群体实际情况，开展理想信念教育，开展中国特色社会主义、中国式现代化和实现中华民族伟大复兴的中国梦宣传教育，深化社会主义核心价值观宣传教育，大力弘扬劳动精神、奋斗精神、奉献精神、创造精神、勤俭节约精神。坚持网上网下相结合，探索适合新就业群体特点的学习教育方式。丰富新就业群体文化生活。把解决思想问题与解决实际困难结合起来，增强思想政治工作实效。

(2) Improve the quality and effectiveness of Party-building work among new employment groups. Targeting the work modes and scope of activities of different types of new employment groups, leverage the advantages of localities, enterprises, and industries; innovate the structure and modes of activity of Party organizations; and continuously expand Party organizational coverage and Party work coverage. Explore approaches that combine coordination between places of origin and places of destination, and integrate online with offline, to strengthen and improve the education, management, supervision, and service of mobile Party members within new employment groups. Improve mechanisms for Party organizations and Party members to play their roles, and promote the organic integration of Party-building work with production and operations, innovation and entrepreneurship, and social services. Effectively bring into play the bridge-and-link role of mass organizations such as trade unions, the Communist Youth League, and women's federations; strengthen contact with and service to new employment groups; and extend the coverage of Party work. Drawing on various physical sites and online platforms, explore effective ways of carrying out activities of Party organizations among new employment groups.

（二）提升新就业群体党建工作质效。针对不同类型新就业群体的工作方式、活动范围，发挥属地、企业、行业优势，创新党组织设置和活动方式，持续扩大党的组织覆盖和党的工作覆盖。探索采取流出地流入地相配合、线下线上相结合的方式，加强和改进新就业群体中流动党员教育、管理、监督和服务。完善党组织和党员作用发挥机制，推动党建工作与生产经营、创新创业、社会服务等有机融合。有效发挥工会、共青团、妇联等群团组织桥梁纽带作用，加强对新就业群体的联系服务，延伸党的工作覆盖范围。依托各类阵地和线上平台，探索开展新就业群体党组织活动的有效方式。

(3) Strengthen positive propaganda and incentive guidance. Make comprehensive use of news media, online platforms, and other channels to strengthen propaganda and guidance, and foster a positive social atmosphere of respect and understanding for new employment groups. Bring into play the exemplary leading role of model figures, and dig deeply into and actively publicize the advanced deeds of new employment groups. Members of new employment groups who have made outstanding contributions shall be commended and rewarded in accordance with relevant regulations. Carry out in depth the series of activities for making contributions through one's post in the new era, hold industry vocational skill competitions on a regular basis, and enhance the sense of professional honor and identification of new employment groups.

（三）加强正面宣传和激励引导。综合运用新闻媒体、网络平台等加强宣传引导，营造尊重、理解新就业群体的良好社会氛围。发挥典型示范引领作用，深入挖掘并积极宣传新就业群体先进事迹。对作出突出贡献的新就业群体，按照有关规定给予表彰奖励。深入开展新时代岗位建功系列活动，定期举办行业职业技能大赛，提升新就业群体职业荣誉感和认同感。
