Cities are an important vehicle for modernization and a vital space for people to live happy lives. China’s urbanization is shifting from a period of rapid growth to one of steady development, and urban development is moving from large-scale incremental expansion to a stage that focuses mainly on improving the quality and efficiency of the existing stock. To accelerate the transformation of the urban development model and promote high-quality urban development, the following opinions are put forward.
城市是现代化建设的重要载体、人民幸福生活的重要空间。我国城镇化正从快速增长期转向稳定发展期，城市发展正从大规模增量扩张阶段转向存量提质增效为主的阶段。为加快城市发展方式转型，推动城市高质量发展，现提出如下意见。
一、总体要求
Uphold Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guiding principle; thoroughly implement the spirit of the 20th National Congress of the CPC and the Second and Third Plenary Sessions of the 20th Central Committee; fully implement General Secretary Xi Jinping’s important discourse on urban work; and put into practice the spirit of the Central Urban Work Conference. Uphold and strengthen the Party’s overall leadership; faithfully practice the people-centered city philosophy; adhere to the general principle of pursuing progress while ensuring stability; and follow a place-based and category-specific approach. With the goal of building modern people’s cities that are innovative, livable, beautiful, resilient, civilized, and smart; with the promotion of high-quality urban development as the central theme; with connotation-oriented urban development as the main thread; and with urban renewal as an important lever—we will vigorously promote optimization of urban structure, transformation of development drivers, improvement of quality, green transition, continuity of cultural lineage, and enhanced governance efficiency; firmly safeguard the baseline of urban safety; and blaze a new path to Chinese urban modernization.
坚持以习近平新时代中国特色社会主义思想为指导，深入贯彻党的二十大和二十届二中、三中全会精神，全面贯彻习近平总书记关于城市工作的重要论述，贯彻落实中央城市工作会议精神，坚持和加强党的全面领导，认真践行人民城市理念，坚持稳中求进工作总基调，坚持因地制宜、分类指导，以建设创新、宜居、美丽、韧性、文明、智慧的现代化人民城市为目标，以推动城市高质量发展为主题，以坚持城市内涵式发展为主线，以推进城市更新为重要抓手，大力推动城市结构优化、动能转换、品质提升、绿色转型、文脉赓续、治理增效，牢牢守住城市安全底线，走出一条中国特色城市现代化新路子。
In our work we must: shift the philosophy of urban development to place greater emphasis on people; shift the development model to stress intensive and efficient use of resources; shift development drivers to emphasize distinctive, characteristic growth; shift the focus of urban work to invest more in governance; and shift working methods to emphasize overall coordination.
工作中要做到：转变城市发展理念，更加注重以人为本；转变城市发展方式，更加注重集约高效；转变城市发展动力，更加注重特色发展；转变城市工作重心，更加注重治理投入；转变城市工作方法，更加注重统筹协调。
The main targets are as follows: by 2030, achieve major progress in building modern people’s cities; continuously improve the policy and institutional frameworks suited to high-quality urban development; accelerate the shift from old to new drivers; markedly improve residential quality; advance the green transition in depth; solidly reinforce safety foundations; fully showcase cultural appeal; and significantly raise the level of governance. By 2035, basically complete the building of modern people’s cities.
主要目标是：到2030年，现代化人民城市建设取得重要进展，适应城市高质量发展的政策制度不断完善，新旧动能加快转换，人居品质明显提升，绿色转型深入推进，安全基础有力夯实，文化魅力充分彰显，治理水平大幅提高；到2035年，现代化人民城市基本建成。
二、优化现代化城市体系
(1) Advance, in a prudent and orderly way, the integrated development of city clusters and the same-city (metropolitan) development of metropolitan areas. Develop group-based, networked modern city clusters and metropolitan areas to build a modern, rationally distributed urban system. Support the Beijing–Tianjin–Hebei, Yangtze River Delta, and Guangdong–Hong Kong–Macao Greater Bay Area clusters in building world-class city clusters; foster the Chengdu–Chongqing twin-city economic circle and the middle reaches of the Yangtze River city cluster to become growth poles of high-quality development; strengthen the role of city clusters and metropolitan areas in central and western China and the northeast in supporting regionally coordinated development; and promote differentiated yet complementary city positioning, interconnection of facilities, and collaborative governance. Strengthen industrial-chain collaboration within city clusters and optimize industrial division of labor and spatial linkages among clusters. Grow modern metropolitan areas; support qualified localities in promoting same-city development; establish and improve the institutions and mechanisms for same-city development; deepen reforms to appropriately separate economic zones from administrative divisions; and promote convenient and efficient commuting, tiered industrial support systems, and convenient sharing of public services.
（一）稳妥有序推动城市群一体化和都市圈同城化发展。发展组团式、网络化的现代化城市群和都市圈，构建布局合理的现代化城市体系。支持京津冀、长三角、粤港澳大湾区城市群打造世界级城市群，推动成渝地区双城经济圈、长江中游城市群等成为高质量发展增长极，增强中西部和东北的城市群、都市圈对区域协调发展的支撑作用，促进城市间定位错位互补、设施互联互通、治理联动协作。加强城市群内产业链协作，优化城市群之间产业分工和空间联系。发展壮大现代化都市圈，支持有条件的地方推进同城化发展，建立健全同城化发展体制机制，深化经济区与行政区适度分离改革，促进通勤便捷高效、产业梯次配套、公共服务便利共享。
(2) Enhance the comprehensive competitiveness of super-large and mega-cities. Guide these cities, in line with nationally approved functional positioning, to strengthen and refine core functions; control the size of super-large cities; and rationally and orderly offload non-core functions to forge main engines for high-quality development. Support institutional innovation tailored to local realities. Support some super-large and mega-cities in strengthening their capacity to allocate global high-end factors of production. Support the layout of science and technology innovation platforms and bases to boost originality and disruptive innovation capabilities. Encourage provinces with the right conditions to cultivate and develop provincial sub-center cities.
（二）增强超大特大城市综合竞争力。推动超大特大城市按照国家批准明确的功能定位做强做精核心功能，控制超大城市规模，合理有序疏解非核心功能，打造高质量发展主引擎。支持超大特大城市结合实际推进制度创新。支持部分超大特大城市增强对全球高端生产要素的配置能力。支持超大特大城市布局科技创新平台基地，提升原创性、颠覆性科技创新能力。推动有条件的省份培育发展省域副中心城市。
