The Action Plan for Stabilizing, Expanding and Improving the Quality of Jobs has been reviewed and adopted at the fourth plenary meeting of the State Council Leading Group on Employment Promotion and Labor Protection. It is hereby issued for your implementation in accordance with your functions and responsibilities.

Action Plan for Stabilizing, Expanding and Improving the Quality of Jobs
稳岗扩容提质行动方案
Employment is the most basic livelihood concern. In order to strengthen the synergy between industry and employment, accelerate the development of an employment-friendly growth model, and steadily push forward new progress in high-quality and full employment, the following plan is put forward for implementing the Action for Stabilizing, Expanding and Improving the Quality of Jobs.
就业是最基本的民生。为加强产业和就业协同，加快构建就业友好型发展方式，扎实推动高质量充分就业取得新进展，现就实施稳岗扩容提质行动，提出如下方案：
Uphold the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 20th Party Congress and the successive plenums of the 20th Central Committee, and earnestly carry out the deployments of the Fourth Plenum. With high-quality development as the goal, the employment-first strategy as the lead, and strengthening the development and use of human resources as the main thread, persist in driving forward simultaneously through both supply optimization and demand expansion, work in concert through both an effective market and an active government, and closely combine investment in goods with investment in people. Improve policy support, optimize service-delivery infrastructure, and do everything possible to promote employment and entrepreneurship among key groups including college graduates, migrant workers, and demobilized servicemembers. Continue to drive effective improvements in the quality of employment alongside reasonable growth in quantity, and reinforce the virtuous cycle of household income growth, expansion of domestic demand, and economic development.
