Xinhua, Beijing, May 9 — Premier Li Qiang of the State Council chaired an executive meeting of the State Council on May 9 to study and implement the spirit of General Secretary Xi Jinping's important remarks on the current economic situation and economic work, as well as his important remarks at the symposium on strengthening basic research. The meeting noted that thinking and action must be earnestly unified with the Party Central Committee's scientific judgment of the situation, that confidence must be further strengthened, that opportunities must be seized amid changing circumstances, that development must be advanced through tackling tough challenges, that the momentum of stable and improving economic performance must be consolidated and expanded, and that efforts must be made to achieve a good start to the 15th Five-Year Plan. Macroeconomic policy must be applied to its fullest, with frontloaded efforts and continuously enhanced implementation effectiveness. Strengthening the domestic great circulation must achieve breakthroughs in supply-demand coordination and linked upgrading, implement and refine measures to expand and upgrade the service sector, and strengthen the planning and construction of the water network, the new power grid, the computing power network, the new-generation communications network, urban underground pipe networks, and the logistics network. People's livelihood guarantees must focus on stabilizing employment and shoring up the bottom line, doing solid work on education, medical care, childcare, and "agriculture, rural areas, and farmers." Basic research must be strengthened with greater intensity and more concrete measures, placing basic research work high on the agenda, identifying main directions and key areas in light of the country's urgent needs and long-term demands, increasing investment through multiple channels, and giving priority to fostering a sound research ecosystem. Risks and challenges must be addressed effectively, with continued advancement of risk resolution in real estate, local government debt, small and medium-sized financial institutions, and other areas; responsibilities for production safety on all sides must be firmly enforced, and the occurrence of major and especially serious accidents must be resolutely contained.
新华社北京5月9日电 国务院总理李强5月9日主持召开国务院常务会议，学习贯彻习近平总书记关于当前经济形势和经济工作的重要讲话、在加强基础研究座谈会上的重要讲话精神。会议指出，要切实把思想和行动统一到党中央对形势的科学判断上来，进一步增强信心，在应对变局中把握机遇，在攻坚克难中推动发展，巩固拓展经济稳中向好势头，努力实现"十五五"良好开局。宏观政策要在用好、用足上下功夫，坚持靠前发力，不断提升实施效能。做强国内大循环要在供需协同、联动升级上求突破，落实和完善服务业扩能提质举措，加强水网、新型电网、算力网、新一代通信网、城市地下管网、物流网等规划建设。民生保障要在稳就业、兜底线上多发力，做好教育、医疗、托育、"三农"等工作。要以更大力度、更实举措加强基础研究，把基础研究工作摆上重要日程，结合国家急迫需要和长远需求，明确主攻方向和重点领域，多措并举加大投入力度，注重营造良好科研生态。要有力有效应对风险挑战，持续推进房地产、地方政府债务、中小金融机构等领域风险化解，紧盯压实各方安全生产责任，坚决遏制重特大事故发生。
The meeting heard a report on the construction of the national integrated transportation system. The meeting noted that transportation infrastructure construction must be advanced in a coordinated manner, with a focus on improving the comprehensive multi-dimensional transportation network, adhering to integrated layout and systemic integration, making good use of existing resources, and optimizing incremental supply. Management and service standards must be raised, centered on enabling people to travel with ease and goods to flow smoothly, creating a more convenient travel environment and promoting cost reduction, quality improvement, and efficiency gains in freight transport. Reform and innovation must continue to be deepened, building a unified and open transportation market, actively promoting the empowering application of new technologies, developing new transportation business models in a safe and orderly manner, and cultivating more new growth points.
会议听取全国综合交通运输体系建设情况汇报。会议指出，要统筹推进交通基础设施建设，着眼完善综合立体交通网络，坚持一体布局、系统集成，切实用好存量资源、做优增量供给。要提升管理服务水平，围绕人享其行、物畅其流，营造更加便捷的出行环境，促进货运降本提质增效。要持续深化改革创新，建设统一开放的交通运输市场，积极推动新技术赋能应用，安全有序发展交通运输新业态，培育更多新的增长点。
The meeting studied work on advancing the resolution of local government debt risks. The meeting noted that since the package debt-resolution plan was deployed and implemented, the work of resolving debt risks has achieved marked results. Continued focus must be placed on key areas and weak links; primary responsibility must be enforced at the local level; supportive policies for debt resolution must be refined; local capacity for autonomous repayment must be strengthened; and the debt-resolution task must be completed on schedule. A sound long-term mechanism must be established, and the addition of new hidden debt must be resolutely prevented.
会议研究推进地方政府债务风险化解有关工作。会议指出，一揽子化债方案部署实施以来，债务风险化解工作取得明显成效。要继续聚焦重点领域和薄弱环节，压实地方主体责任，完善支持化债政策，增强地方自主偿债能力，确保如期完成化债任务。要建立健全长效机制，坚决防范新增隐性债务。
The meeting reviewed and approved the Implementing Regulations of the Mineral Resources Law of the People's Republic of China (Draft). The meeting noted that the Regulations further refine institutional measures across all stages of mining rights management and the development and utilization of mineral resources. Whole-chain management of mineral resources must be strengthened in accordance with law, the catalogue of strategic mineral resources must be scientifically determined, the resource reserve and emergency response systems must be improved, and the level of security guarantees for mineral resources must be comprehensively raised.
