Xinhua, Beijing, May 21 — Premier of the State Council Li Qiang on May 21 presided over a State Council executive meeting to study work related to advancing the building of a unified national market, review and adopt the "15th Five-Year Plan" for Building a Modernized Emergency-Management System, and discuss the People's Bank of China Law of the People's Republic of China (Revised Draft).

The meeting noted that building a unified national market is required for constructing a new development pattern and promoting high-quality development. In recent years, the building of a unified national market has yielded positive results and made important progress, but sustained effort over the long term is still needed. Related institutional construction must be pushed forward in depth, with further improvement of systems for property-rights protection, market access, fair competition, social credit, and market exit, so that there are rules to follow and laws to rely on. The high-standard connectivity of market infrastructure must be pushed forward in depth, smoothing economic circulation and effectively lowering logistics costs across society. Market unification in key fields must be pushed forward in depth, using point-to-point progress and combining points with broader areas, so that the public and enterprises can perceive and benefit more directly. With greater intensity, the meeting urged breaking through bottlenecks and clearing chokepoints, dismantling all manner of explicit and implicit barriers, and fully releasing the vitality and potential of the market.

会议指出，建设全国统一大市场是构建新发展格局、推动高质量发展的需要。近年来，全国统一大市场建设取得积极成效和重要进展，但仍需持续用力、久久为功。要纵深推进相关制度建设，进一步完善产权保护、市场准入、公平竞争、社会信用、市场退出等制度，做到有章可循、有法可依。要纵深推进市场设施高标准联通，畅通经济循环，有效降低全社会物流成本。要纵深推进重点领域市场统一，以点带面、点面结合，让群众和企业更加可感可及。要以更大力度打通卡点堵点，破除各种显性和隐性壁垒，充分释放市场活力和潜能。

The meeting noted that emergency management bears on the safety of the people's lives and property, and on the overall stability of reform and development. To adapt to new circumstances and new requirements, construction of a modernized emergency-management system must be accelerated; reform and innovation in emergency management deepened; coordinated-response mechanisms improved; and the building of a broader-safety, broader-emergency-management framework advanced. The meeting urged highlighting risk-source control, strengthening monitoring, forecasting, and early warning, raising intrinsic safety levels, and accelerating the shift of the governance model toward ex-ante prevention. The deployment of emergency-response forces must be optimized; full-element support reinforced; grassroots emergency-management foundations consolidated; and measures for civil defense, technical safeguards, engineered safeguards, and management safeguards coordinated and implemented well. Safety rectification in key industries and sectors must be pushed forward across the entire chain; responsibilities at every level and across every side must be pressed home tightly and concretely; and a sound situation of joint management and coordinated action must be effectively formed.

会议指出，应急管理关乎人民群众生命财产安全，关乎改革发展稳定大局。要适应新形势新要求，加快建设现代化应急体系，深化应急管理改革创新，完善协同应对机制，推动构建大安全大应急格局。要突出风险源头管控，加强监测预报预警，提升本质安全水平，加快治理模式向事前预防转型。要优化应急力量布局，强化全要素支撑，夯实基层应急基础，统筹落实好人防、技防、工程防、管理防等措施。要全链条推动重点行业领域安全整治，压紧压实各级各方面责任，切实形成齐抓共管、协同联动的良好局面。

The meeting discussed and adopted in principle the People's Bank of China Law of the People's Republic of China (Revised Draft), and decided to submit the draft to the Standing Committee of the National People's Congress for review. The meeting noted that revising the People's Bank of China Law is a foundational undertaking for improving China's financial legal system. The construction of the rule of law in finance must be strengthened; the central bank system must be improved at a faster pace; and central bank responsibilities must be performed comprehensively and in accordance with law.

会议讨论并原则通过《中华人民共和国中国人民银行法（修订草案）》，决定将草案提请全国人大常委会审议。会议指出，修订中国人民银行法是完善我国金融法律体系的基础工程。要加强金融法治建设，加快完善中央银行制度，依法全面履行好中央银行职责。
