Joint Statement of the People's Republic of China and the Russian Federation on Further Strengthening Comprehensive Strategic Coordination and Deepening Good-Neighborly and Friendly Cooperation

At the invitation of Xi Jinping, President of the People's Republic of China, Vladimir Putin, President of the Russian Federation, paid a state visit to the People's Republic of China from May 19 to 20, 2026. The heads of state of the two countries held formal talks in Beijing and jointly attended the opening ceremony of the 2026–2027 China-Russia Year of Education. Li Qiang, Premier of the State Council of the People's Republic of China, met with Russian President Putin.

The People's Republic of China and the Russian Federation (hereinafter the "two sides") declare as follows:

This year marks the 30th anniversary of the two sides' announcement of their resolve to develop an equal and trust-based strategic coordination partnership oriented toward the 21st century, and the 25th anniversary of the signing of the China-Russia Treaty of Good-Neighborliness, Friendship and Cooperation.
今年是双方宣布决心发展平等信任的、面向二十一世纪的战略协作伙伴关系30周年、《中俄睦邻友好合作条约》签署25周年。
The China-Russia Treaty of Good-Neighborliness, Friendship and Cooperation inherits and carries forward the long-standing traditions of China-Russia exchanges, abides by the universally recognized principles and norms of international law, and provides an enduring legal foundation for the development of contemporary China-Russia relations. It not only fully embodies the longstanding good-neighborly and friendly relations between the two peoples and their will to develop friendship across generations, but is also a concrete expression of the common values of all humanity—peace, development, fairness, justice, democracy, and freedom.
《中俄睦邻友好合作条约》继承弘扬了历史悠久的中俄交往传统，遵循公认的国际法原则和准则，为当代中俄关系发展奠定长期法律基础，不仅充分彰显两国人民源远流长的睦邻友好关系、发展世代友好的意愿，也是和平、发展、公平、正义、民主、自由的全人类共同价值的具体体现。
The basic principles of bilateral coordination set down in the China-Russia Treaty of Good-Neighborliness, Friendship and Cooperation have stood the test of time and remain of major contemporary significance. On the basis of mutual respect for sovereignty and territorial integrity, mutual non-aggression, mutual non-interference in internal affairs, equality and mutual benefit, and peaceful coexistence, China and Russia support each other's right to independently choose their social systems and development paths, and mutually support the protection of historical and cultural identity and traditional values. The two countries' relationship is characterized by non-alliance, non-confrontation, and not being directed against any third country.
《中俄睦邻友好合作条约》中所固定下来的双边协作基本原则历经时间考验，时至今日仍具有重要现实意义。中俄在互相尊重主权和领土完整、互不侵犯、互不干涉内政、平等互利、和平共处原则基础上，支持彼此独立自主选择社会制度和发展道路权利，相互支持维护历史文化认同和传统价值观，两国关系具有不结盟、不对抗、不针对第三国的性质。
The model for developing bilateral relations established in the April 25, 1996 China-Russia Joint Statement and in the July 16, 2001 China-Russia Treaty of Good-Neighborliness, Friendship and Cooperation is the cornerstone of the China-Russia comprehensive strategic partnership of coordination for a new era. Through unremitting effort by the two sides, this relationship has reached its highest level in history and continues to move forward, displaying mature characteristics and intrinsic momentum. It is not subject to any external influence; its stability and comprehensiveness fully accord with the fundamental interests of the two countries and their peoples, with the overall national development tasks of China and Russia, and make an important contribution to promoting a just multipolar world and democracy in international relations.
1996年4月25日的中俄联合声明以及2001年7月16日《中俄睦邻友好合作条约》中确立的两国关系发展模式成为中俄新时代全面战略协作伙伴关系的基石。在双方不懈努力下，这一关系达到历史最高水平并不断向前发展，展现成熟特质，具有内生动力，不受任何外部影响，其稳定性和全面性完全符合两国和两国人民根本利益，符合中俄各自总体国家发展任务，也为促进公正的世界多极化和国际关系民主化作出重要贡献。
The two sides agree to extend the China-Russia Treaty of Good-Neighborliness, Friendship and Cooperation pursuant to its Article 25, and will continue to abide by the principles and spirit of the treaty and of the June 28, 2021 Joint Statement of the People's Republic of China and the Russian Federation on the 20th Anniversary of the Signing of the China-Russia Treaty of Good-Neighborliness, Friendship and Cooperation, advancing bilateral relations to an even higher level and quality of development.
双方同意根据《中俄睦邻友好合作条约》第二十五条对其予以延期，将继续恪守该条约及2021年6月28日发表的《中华人民共和国和俄罗斯联邦关于〈中俄睦邻友好合作条约〉签署20周年的联合声明》各项原则和精神，推动双边关系继续向更高水平、更高质量发展。
