At the invitation of Premier Li Qiang of the State Council of the People’s Republic of China, Mikhail Vladimirovich Mishustin, Prime Minister of the Government of the Russian Federation, paid an official visit to China from 3 to 4 November 2025. On 4 November, President Xi Jinping of the People’s Republic of China met with Prime Minister Mishustin in Beijing. On 3 November, Premier Li Qiang and Prime Minister Mishustin jointly held the 30th Regular Meeting between the Premiers of China and Russia in the city of Hangzhou.

The two Premiers (hereinafter referred to as “the two sides”) pointed out that, under the strategic guidance of President Xi Jinping and President Vladimir Putin, the China-Russia comprehensive strategic partnership of coordination for the new era has reached its highest level in history and continues to move forward. In May and September 2025, the two heads of state held talks in Moscow and Beijing respectively, during which they made important strategic arrangements for the development of bilateral relations. The two sides will take the consensus between the two heads of state as the fundamental guide, and, in line with the basic principles set out in the Treaty of Good-Neighborliness and Friendly Cooperation between the People’s Republic of China and the Russian Federation signed on 16 July 2001 and other bilateral documents and statements, will continue to follow the principles of non-alliance, non-confrontation and not targeting third parties, uphold the spirit of permanent good-neighborliness, comprehensive strategic coordination and mutually beneficial cooperation for win–win results, and reaffirm that China and Russia always regard each other as priority cooperation partners and will continue to consolidate cooperation in all areas and appropriately address external challenges.
两国总理（以下简称“双方”）指出，在习近平主席和普京总统的战略引领下，中俄新时代全面战略协作伙伴关系达到历史最高水平并持续向前发展。2025年5月和9月，两国元首在莫斯科和北京举行会谈期间就双边关系发展作出重要战略部署。双方将以两国元首共识为根本遵循，依照2001年7月16日签署的《中俄睦邻友好合作条约》以及其他双边文件和声明确定的基本原则，坚持不结盟、不对抗、不针对第三方，秉持永久睦邻友好、全面战略协作、互利合作共赢精神，重申中俄两国始终视彼此为优先合作伙伴，将持续巩固各领域协作，妥善应对外部挑战。
The two sides noted that this year marks the 80th anniversary of the victory of the Chinese People’s War of Resistance against Japanese Aggression and the World Anti-Fascist War, the 80th anniversary of the Soviet Union’s Great Patriotic War victory, and the 80th anniversary of the founding of the United Nations. As major victorious countries of World War II and permanent members of the UN Security Council, China and Russia will work together to resist attempts to distort the fruits and history of the victory in World War II, fully, comprehensively and faithfully observe the UN Charter, and, on the basis of international law, promote the realization of a multipolar world that is equal and well-ordered.
双方指出，今年是中国人民抗日战争暨世界反法西斯战争、苏联伟大卫国战争胜利80周年，也是联合国成立80周年。中俄作为第二次世界大战主要战胜国和联合国安理会常任理事国，将携手抵制企图篡改二战胜利成果和二战历史的行径，全面、充分、完整遵守联合国宪章，并以此为国际法基础推动实现平等有序的世界多极化。
The two sides will always firmly support each other on issues concerning their respective core interests and major concerns.
双方将始终在涉及彼此核心利益和重大关切上坚定相互支持。
The Russian side reaffirmed the authority of UN General Assembly Resolution 2758, and will strictly abide by the one-China principle, recognizing that there is but one China in the world, that Taiwan is an inalienable part of China’s territory, and that the government of the People’s Republic of China is the only legitimate government representing the whole of China. The Russian side firmly opposes any form of “Taiwan independence” and firmly supports the Chinese government in achieving national reunification.
俄方重申联合国大会第2758号决议的权威性，并将恪守一个中国原则，承认世界上只有一个中国，台湾是中国领土不可分割的一部分，中华人民共和国政府是代表全中国的唯一合法政府。俄方坚决反对任何形式的“台湾独立”，坚定支持中国政府实现国家统一。
The Chinese side supports the Russian side in safeguarding its national security and stability, national development and prosperity, and its sovereignty and territorial integrity, and opposes external forces’ interference in Russia’s internal affairs.
中方支持俄方维护本国安全稳定、国家发展繁荣，主权和领土完整，反对外部势力干涉俄罗斯内政。
The two sides highly commended the leading role played by the mechanism of regular meetings between the Chinese and Russian Premiers in deepening exchanges and dialogue in key areas of practical cooperation between the two countries, and reaffirmed their readiness to further enhance the efficiency of this mechanism and promote the upgrading of China-Russia practical cooperation.
双方高度评价中俄总理定期会晤机制在深化两国务实合作重点领域交流对话中发挥的主导作用，重申愿进一步提高该机制效率，推动两国务实合作提质升级。
