To implement the decisions and arrangements of the CPC Central Committee and the State Council on vigorously boosting consumption, better meet the people’s growing needs for a better life, and further advance the high-quality development of the sports industry, the following opinions are hereby put forward with the approval of the State Council. 为贯彻落实党中央、国务院关于大力提振消费的决策部署,更好满足人民群众日益增长的美好生活需要,进一步推进体育产业高质量发展,经国务院同意,现提出如下意见。
I. Overall Requirements 一、总体要求
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the guiding principles of the 20th CPC National Congress and the Second and Third Plenary Sessions of the 20th CPC Central Committee, fully and accurately put into practice the new development philosophy, accelerate the establishment of a modern sports industry system, continuously boost sports consumption, and enhance the overall strength and competitiveness of the sports industry. By 2030, cultivate a number of sports enterprises and sports events with global influence, achieve a significant leap in the development level of the sports industry, raise the total scale to over 7 trillion yuan, and enable the industry to play an important role in fostering a new development paradigm. 以习近平新时代中国特色社会主义思想为指导,深入贯彻党的二十大和二十届二中、三中全会精神,完整准确全面贯彻新发展理念,加快构建现代体育产业体系,不断提振体育消费,增强体育产业整体实力和竞争力。到2030年,培育一批具有世界影响力的体育企业和体育赛事,体育产业发展水平大幅跃升,总规模超过7万亿元,在构建新发展格局中发挥重要作用。
II. Expand the Supply of Sports Products 二、扩大体育产品供给
(1) Enrich sports events and activities. Introduce special policies to develop the event economy. Build a multi-sport, multi-tier competition system; rely on sport associations and other bodies to carry out event ratings and guide events toward regulated development. Raise the level of professional events; cultivate brand events with independent intellectual property rights and international influence. Support the inclusion of eligible events in the Olympic points (qualification) system. Strengthen overall planning and guidance for localities to bid for and host international events. Encourage regional sports events. Support the healthy and regulated development of events in emerging sports. (Led by the General Administration of Sport.) (一)丰富体育赛事活动。出台赛事经济发展专项政策。构建多项目多层次赛事体系,依托运动项目协会等机构开展赛事评级,引导赛事规范发展。提高职业赛事发展水平,培育一批具有自主知识产权和国际影响力的品牌赛事。支持将有条件的赛事纳入奥运会积分赛(资格赛)体系。加强对各地申办、举办国际赛事的统筹和指导。鼓励举办区域性体育赛事活动。支持新兴体育项目赛事活动健康规范开展。(体育总局负责)
(2) Optimize event services and management. Further open public resources such as roads and waters to sports events and activities; streamline approval procedures and improve efficiency. Encourage localities to include event-related services in the priority list for the “Get One Matter Done Efficiently” initiative. Advance copyright confirmation and trading services related to sports events. Improve and refine safety management for sports events; enforce the principal safety responsibility of event organizers; carry out risk assessments for events; calculate required security forces by grade and category; scientifically determine the safe capacity of venues; and increase the number of tickets that may be sold (or issued). (二)优化赛事服务管理。推动道路、水域等公共资源进一步向体育赛事活动开放,优化审批流程,提高审批效率。鼓励各地将办赛服务纳入“高效办成一件事”重点事项清单。推进实施体育赛事相关版权确权及交易服务。优化改进体育赛事安全管理,压实赛事主办方安全主体责任,做好赛事活动风险评估,分级分类测算所需安保力量,科学核定赛场安全容量,提高可售(发)票数量。(公安部、交通运输部、水利部、体育总局、国家版权局按职责分工负责)
(3) Develop the outdoor sports industry. Formulate a new round of development plans for the outdoor sports industry; leverage each locality’s endowment of natural resources to develop outdoor sports such as mountain outdoor, water-based, auto and motorcycle, and aviation sports in a differentiated manner; and promote the building of high-quality outdoor sports destinations. Successfully host the China Outdoor Sports Industry Conference and launch a number of premium outdoor sports routes. On the premise of ensuring safety, carry out low-altitude sports, aeromodeling, simulated flight and other low-altitude events and activities to spur low-altitude sports consumption. (三)发展户外运动产业。制定新一轮户外运动产业发展规划,以各地自然资源禀赋为依托,差异化发展山地户外、水上、汽车摩托车、航空等户外运动项目,推动建设高质量户外运动目的地。办好中国户外运动产业大会,推出一批户外运动精品线路。在确保安全的前提下,开展低空运动、航空模型运动、模拟飞行等低空赛事活动,促进低空体育消费。(国家发展改革委、体育总局按职责分工负责)
(4) Foster and expand the ice-and-snow economy. Continue to issue and implement nationwide measures to benefit the public and promote ice-and-snow consumption. Support eligible ice-and-snow equipment being included within the scope of support for large-scale equipment renewal. Deepen the “southward expansion, westward extension, and eastward advancement” strategy for ice-and-snow sports, and consolidate and expand the achievements of “engaging 300 million people in ice-and-snow sports.” (Led by the NDRC, MIIT, Ministry of Culture and Tourism, and General Administration of Sport according to the division of responsibilities.) (四)培育壮大冰雪经济。持续发布实施全国冰雪消费惠民措施。支持将符合条件的冰雪设备纳入大规模设备更新支持范围。深入实施冰雪运动“南展西扩东进”战略,巩固和扩大“带动三亿人参与冰雪运动”成果。(国家发展改革委、工业和信息化部、文化和旅游部、体育总局按职责分工负责)
(5) Promote upgrades in sports goods. Study and formulate an implementation plan to advance the high-quality development of the sports equipment manufacturing industry. Centering on the needs of elite sport, intensify R&D and commercialization in sports science and technology; give play to the guiding role of major special funds and key sci-tech projects; organize coordinated industry–academia–research–application efforts; and develop equipment for athletes’ competition, training, testing, and rehabilitation. Encourage sports enterprises to cooperate with universities and research institutes to build innovation R&D centers for sporting goods, strengthen research on basic frontiers and key technologies, and develop more sports products that meet personalized consumer demand. Strengthen quality support and standard-setting leadership, and increase the supply of standards for sporting goods. Deeply implement the “Three Product” campaign for consumer goods, and support eligible sporting goods to be listed as China Consumer Name Brands. Promote product quality improvement and build trendy “guochao” (Chinese-style) brands and products. Support opening first stores for sporting goods and hosting first-release and first-show events. (五)推动体育用品升级。研究制定推进体育器械制造业高质量发展实施方案。围绕竞技体育需要,加大体育科技研发和转化力度,发挥重大专项资金、重大科技项目等引导作用,组织产学研用协同攻关,研发一批运动员竞技、训练、测试、康复装备器材。鼓励体育企业与高校、科研机构合作,建设体育用品创新研发中心,加强基础前沿和关键技术攻关,开发更多满足群众个性化需求的体育用品。加强质量支撑和标准引领,加大体育用品标准供给力度。深入实施消费品“三品”行动,支持将符合条件的体育用品列为中国消费名品。推动提升产品质量,打造国货“潮牌”、“潮品”。支持开设体育用品首店,举办首发、首秀活动。(国家发展改革委、科技部、工业和信息化部、商务部、市场监管总局、体育总局按职责分工负责)
III. Stimulate Sports Consumption Demand 三、激发体育消费需求
(6) Broaden sports consumption scenarios. Encourage, in accordance with the law, the use of industrial plants, commercial properties, warehouses, and the like to create sports and exercise spaces. Fully tap various “golden corners and silver edges” of urban space to build small, refined fitness facilities close to the people. Guide commercial complexes, scenic spots, business districts, and neighborhoods to introduce formats such as fitness and sports events. Support the creation of immersive sports consumption scenarios in venues, sports parks, and camps. Promote the organic integration of sports consumption scenarios with digital technology and nurture new models of intelligent, customized, and experiential sports consumption. Encourage eligible sports facilities to extend opening hours and promote nighttime sports consumption. Build more platforms for elderly-friendly sports activities, create event consumption scenarios for seniors, and promote the integrated development of the sports industry and the aging industry. (六)拓展体育消费场景。鼓励依法利用工业厂房、商业用房、仓储用房等打造体育运动空间。充分挖掘城市各类“金角银边”空间,配建群众身边“小而美”的全民健身场地设施。引导商业综合体、景区、商圈、街区等引入体育健身、赛事活动等业态。支持在体育场馆、体育公园、运动营地等打造一批沉浸式体育消费场景。推动体育消费场景与数字技术有机融合,培育智能化、定制化、体验式体育消费新模式。鼓励具备条件的体育场地设施延长开放时间,促进夜间体育消费。搭建更多适老体育活动平台,打造老年体育赛事消费场景,促进体育产业和老龄产业融合发展。(国家发展改革委、民政部、自然资源部、住房城乡建设部、商务部、文化和旅游部、体育总局、国家数据局、全国老龄办按职责分工负责)
(7) Host sports consumption campaigns. Continue to build signature activities such as “Travel with the Games,” “Bringing Sports Events into Scenic Areas, Streets, and Business Districts,” and “Enjoy Exciting Events and Savor Chinese Cuisine.” Around key nodes such as National Fitness Day, Sports Publicity Week, Spring Festival, May Day, National Day, and winter and summer vacations, encourage localities to hold consumption-boosting activities such as sports consumption seasons, months, and weeks. Encourage sports enterprises to strengthen coordination with financial institutions and internet platform companies and channel more high-quality resources into sports consumption. (七)举办体育消费活动。持续打造“跟着赛事去旅行”、“体育赛事进景区、进街区、进商圈”、“乐享精彩赛事、寻味中华美食”等品牌活动。围绕全民健身日、体育宣传周、春节、“五一”、国庆和寒暑假等时间节点,鼓励各地举办体育消费季、消费月、消费周等促消费活动。鼓励体育企业与金融机构、互联网平台企业加强联动,将更多优质资源投向体育消费领域。(商务部、文化和旅游部、金融监管总局、体育总局、中央广电总台按职责分工负责)
(8) Implement consumer-benefit measures. Carry out pilots to promote sports consumption and the event economy, and explore innovative policy measures for sports consumption. Encourage trade unions to make broader use of membership dues to support employees in fitness activities or in attending events. Provide interest subsidies from public finances for loans to eligible service operators in the sports consumption field. Localities may, in light of local conditions, roll out preferential measures such as sports consumption vouchers, full-discount promotions, and points-reward redemptions; encourage eligible regions to issue digital renminbi “red envelopes” for sports consumption. (八)实施消费惠民举措。开展促进体育消费和赛事经济试点,探索创新体育消费政策措施。鼓励工会拓展使用会员会费支持职工开展体育健身活动或观看赛事。对符合条件的体育消费领域服务业经营主体贷款给予财政贴息。各地可因地制宜推出发放体育消费券、消费满减、积分兑换奖励等优惠举措,鼓励有条件的地区发放数字人民币体育消费红包。(财政部、中国人民银行、金融监管总局、体育总局、全国总工会按职责分工负责)
(9) Expand the sports consumer base. Issue a new-cycle National Fitness Plan and accelerate the building of a higher-standard public service system for national fitness. Continue the “Ode to the Spirit of Chinese Sports” series; support the creation and dissemination of various sports culture products; organize and implement the “Exercise with Micro-Short Dramas” creation plan; carry out “Work Out with Champions” activities; and guide more people to participate in sports. Strengthen the ranks of school sports coaches; with public-benefit youth events in football, basketball, volleyball, table tennis, badminton, track and field, swimming, and wushu as priorities, help young people master sports skills. Give full play to the role of social sports instructors and strengthen guidance and support for the elderly to participate in sports. (九)扩大体育消费群体。发布新周期全民健身计划,加快构建更高水平的全民健身公共服务体系。持续开展“中华体育精神颂”系列活动,支持创作和传播各类体育文化产品,组织实施“跟着微短剧去运动”创作计划,开展“跟着冠军去健身”活动,引导更多群众参加体育运动。加强学校体育教练员队伍建设,以足球、篮球、排球、乒乓球、羽毛球、田径、游泳、武术等公益性青少年赛事为重点,推动青少年掌握体育技能。发挥社会体育指导员作用,加强对老年人参加体育运动的指导和帮助。(教育部、广电总局、体育总局按职责分工负责)
IV. Strengthen Market Entities in the Sports Sector 四、壮大体育经营主体
(10) Scale up and strengthen sports enterprises. Accelerate the implementation in the sports field of national policies to assist and benefit enterprises and promote the private economy; support private enterprises in participating in investment and construction in the sports industry; and promote the extension and reinforcement of sports industry chains. Improve mechanisms for nurturing sports enterprises; organize special service actions for quality upgrading of sports firms; expand the number of “above-scale” sports enterprises; and guide more sports equipment companies to grow into “specialized, refined, distinctive, and innovative” (SRDI) enterprises. Encourage retrofitting and upgrading of public sports venues; accelerate the green, low-carbon, and intelligent transformation; and support eligible venue equipment being included within the scope of support for large-scale equipment renewal. Continue to advance market-oriented operation and diversified business models for public sports venues; cultivate a cohort of specialized venue operators and service brands. (十)做大做强体育企业。加快国家关于助企惠企、促进民营经济发展的各项政策在体育领域落地,支持民营企业参与体育产业投资建设,推动体育产业补链延链强链。健全体育企业培育机制,组织开展体育企业提质升级专项服务行动,扩大规模以上体育企业数量,引导更多体育装备企业成长为专精特新企业。鼓励改造升级公共体育场馆,加快绿色、低碳、智能转型,支持将符合条件的体育场馆设备纳入大规模设备更新支持范围。持续推进公共体育场馆市场化运营、复合型经营,培育一批专业化体育场馆运营主体和服务品牌。(国家发展改革委、工业和信息化部、体育总局按职责分工负责)
