We must grasp the right pace of development. Taking comprehensive account of factors such as national strategic needs, the degree of technological maturity, and supporting input-factor conditions, we must unify what is needed with what is possible, draw up and implement plans by category, proceed from the easier to the harder and from the near to the far, and advance actively and steadily. In particular, we must guide localities to firmly establish and act on a correct view of performance and achievement, uphold a nationwide "one chessboard" approach, develop according to local conditions and in a differentiated way, and prevent blindly "following the trend" in launching projects and recklessly "burning money." We must strengthen industrial coordination. Future industries, traditional industries, and emerging industries complement and reinforce one another; with a solid foundation in traditional industries, the development of future and emerging industries will have staying power. We must adhere to coordinated development, prevent isolated advances by a single unit, and make future industries complement and bring out the best in emerging and traditional industries.

For the near term, we must take extraordinary measures and intensify efforts to tackle key core technologies in priority fields, resolving as soon as possible the "chokepoint" problems that constrain future-industry development. For the long term, we must strengthen the strategic, forward-looking, and systematic layout of basic research, reinforce an original-innovation orientation in scientific research and technology development, and strive to fundamentally resolve foundational problems of principle. We must promote the deep integration of scientific and technological innovation with industrial innovation, speed up the transfer and application of scientific and technological achievements, and strive to turn research creativity into real productive forces.

Through policy guidance, institutional innovation, and ecosystem optimization, we must push innovation resources of all kinds to cluster around enterprises, vigorously cultivate leading sci-tech enterprises and high- and new-technology enterprises with leading core technologies and strong innovation capabilities, and lead and drive industry toward the frontier and the high end. Central enterprises are the national team for scientific and technological innovation and should also become the main force of future industries. We must support central enterprises in developing future industries in line with their main responsibilities and core businesses, earnestly strengthening their core functions and raising their core competitiveness. We must strengthen the supply of public services and cultivate a large number of sci-tech small and medium-sized enterprises, "specialized, refined, distinctive, and innovative" enterprises, single-product champions, and unicorns, forming a vibrant scene of a hundred flowers blooming and a hundred boats contending (百舸争流, a line from Mao Zedong's poem "Changsha — to the tune of Qinyuanchun").
