A: Party members are the cells of the Party's body and the principal actors in the Party's activities. Party member development work is an important foundational project of Party-building; it concerns the passing on of the Party's cause and the having of successors, and it concerns the health and vitality of the Party's body. Since the 18th Party Congress, the Party Central Committee with Comrade Xi Jinping at its core has placed great importance on Party member development; General Secretary Xi Jinping has made a series of important expositions and important directives on Party member development, providing the fundamental standard for doing this work well. The "Detailed Rules" issued and implemented in May 2014 played an important role in regulating Party member development and improving the quality of newly developed Party members. At the same time, Party member development is also facing new situations and new tasks, and the "Detailed Rules" need to be revised in step with the times.

A: The "Detailed Rules" retains the overall framework of 7 chapters and 44 articles, with revisions made mainly in the following areas. First, focusing on putting political standards first, it prominently reflects the requirements of resolutely upholding the "Two Establishes" and resolutely achieving the "Two Safeguards"; in the general provisions it puts forward "developing Party members of pure political character"; and in the relevant chapters and clauses it adds content such as "county-level Party committee organization departments and relevant departments responsible for discipline enforcement and law enforcement establishing a joint political-review system." Second, focusing on using Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to forge minds and souls, it strengthens ideological induction into the Party, and implements the requirements of ideological guidance, theoretical arming, correcting motives for joining the Party, and raising Party-spirit consciousness across every link of the entire cultivation and education process — including heart-to-heart talks (谈心谈话), intensive training, and the oath of admission — and sets out provisions on the conditions and tasks of cultivation contact persons and Party-introduction persons. First, in the general provisions, it makes clear that members of the Communist Party of China are vanguard fighters of the Chinese working class with communist consciousness, and treats deeply grasping the decisive significance of the "Two Establishes," strengthening the "Four Consciousnesses," firming up the "Four Confidences," and achieving the "Two Safeguards" as important standards for admitting advanced elements into the Party. Second, in the identification, cultivation, and education of activists for joining the Party, it makes clear that the basic situation of the Party membership applicant shall be understood, that the faith and convictions of Communists shall be introduced and elaborated to them, and that the standards and conditions for Party membership shall be introduced; it makes clear that heart-to-heart talks shall be regularly conducted with activists for joining the Party, that their political consciousness and moral character shall be understood, and that cultivation and education work shall be done well.
