Placing emphasis on building the Party through ideology and strengthening the Party through theory is a distinctive feature and glorious tradition of our Party. Why, after more than a century of trials and hardships, does our Party remain so full of vigor and vitality? One important reason lies in attaching great importance to taking scientific theory as a guide and persistently advancing the Party's own self-building.

注重思想建党、理论强党，是我们党的鲜明特色和光荣传统。为什么我们党历经百余年风霜仍如此朝气蓬勃？一个重要原因就在于高度重视以科学理论为指引，持之以恒推进党的自身建设。

On the eve of the 105th anniversary of the founding of the Communist Party of China, the National Party-Building Work Symposium convened in Beijing, making work arrangements for studying and implementing Xi Jinping Thought on Party Building. As the party-building chapter of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, Xi Jinping Thought on Party Building holds milestone significance in the history of the development of the Marxist theory of party building and in the history of the Communist Party of China's party building.

All epoch-making theories are products of meeting the needs of their times. After reform and opening-up, the great new project of Party building achieved notable results; at the same time, within the Party there were quite a few problems of vague understanding of and feeble action in upholding the Party's leadership, and many problems of the Party's leadership being weakened, made nominal, or watered down. The political convictions of some Party members and cadres wavered; in some localities and departments, formalism, bureaucratism, hedonism, and extravagance could not be stopped despite repeated prohibitions; and some corruption problems were shocking. In response to this situation, the Party Central Committee with Comrade Xi Jinping at its core, with tremendous political courage and a strong sense of responsibility, unswervingly exercised full and rigorous self-governance of the Party. Starting by formulating and implementing the central leadership's eight-point regulations, it put forward and implemented the general requirements for Party building in the new era, used the Party's political building to provide overall leadership for all aspects of Party building, persisted in exerting effort in the same direction through building the Party ideologically and governing it through institutions, put forward and upheld the Party's organizational line for the new era, persistently improved conduct and enforced discipline, and waged an unprecedented anti-corruption struggle. It fundamentally reversed the situation of lax, loose, and weak Party governance, halted some unhealthy tendencies that had long gone unchecked, rectified some chronic ills that had not been eliminated for many years, removed serious hidden dangers within the Party, the state, and the military, and made the Party stronger and more powerful through revolutionary tempering. Through their own personal experience, the broad ranks of Party members, cadres, and the masses have come to understand ever more deeply that the fundamental reason Party building in the new era has been able to achieve historic, pioneering accomplishments lies in the navigation and helmsmanship of the Party Central Committee with Comrade Xi Jinping at its core, and in the scientific guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. The international community has also highly affirmed the new atmosphere of the CPC's governance and China's governance. The advancing of Xi Jinping Thought on Party Building conforms to the overall situation and trend and to the will of the Party and the people, has a solid practical foundation, and can be said to have come at exactly the right time.

The systematic nature of his expositions and the weightiness of their content are rarely seen in the Party's history, achieving a new leap from practical experience to an understanding of underlying laws, and from important viewpoints to a systematic framework. It can be said that the advancing of Xi Jinping Thought on Party Building is the result of the accumulation and natural culmination of theoretical, practical, and institutional innovation in Party building.

Xi Jinping Thought on Party Building is the latest achievement in adapting the Marxist theory of party building to the Chinese context and the needs of the times, and is an important component of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. This thought originates from the scientific theory of Marxism, is rooted in fine traditional Chinese culture, and was nurtured in the great practice of comprehensively and rigorously governing the Party in the new era. Running through history, the present, and the future, it manifests firm ideals and convictions, a high degree of historical initiative, a clear problem orientation, a strong sense of mission, a deep affection for the people, and scientific methods of thinking. It is a major achievement of our Party in upholding the "Two Integrations" and advancing theoretical innovation. This thought clearly puts forward the "Fourteen Upholds": upholding that the Party's leadership is the most essential feature of socialism with Chinese characteristics; upholding the centralized, unified leadership of the Party Central Committee; upholding the comprehensive and rigorous self-governance of the Party; upholding staying true to the original aspiration and keeping the mission firmly in mind; upholding the Party's political building as the overarching guide; upholding the use of the Party's innovative theory to unite hearts and forge souls; upholding the tempering of strong Party spirit; upholding the improvement of an organizational system that links the top and bottom and executes powerfully; upholding the building of a high-caliber contingent of officials equal to the great task of national rejuvenation; upholding the regularization and long-term institutionalization of conduct building; upholding the use of strict discipline to manage and govern the whole Party; upholding the integrated advancement of ensuring that officials dare not, cannot, and have no desire to be corrupt; upholding governing the Party through institutions and in accordance with regulations; and upholding the implementation of the political responsibility for managing and governing the Party. These "Fourteen Upholds" profoundly grasp the inner connections among managing and governing the Party, invigorating and strengthening the Party, and building a strong country and achieving rejuvenation; they coordinate the Party's leadership and the Party's building, clarifying fundamental principles and applying them effectively. Xi Jinping Thought on Party Building, with a view to the Party's long-term governance and the country's long-term peace and stability, profoundly clarifies the fundamental question of what the Communist Party of China is and what it should do. It embodies a profound insight into successfully walking the new road of examination, and is filled with a clear understanding of how the Party can escape the historical cycle of rise and fall. It has major practical significance and long-term guiding significance for strengthening the Party and the country. This thought both adheres to what the "ancestors" taught and speaks much that is new, continuously endowing the Marxist theory of party building with distinct Chinese characteristics, making a major original contribution to developing the Marxist theory of party building, and marking that our Party's understanding of the laws governing the building of a Marxist governing party has reached a new height. This thought is both a practical strategy for resolving the prominent problems currently existing within the Party and a long-term plan for maintaining the Party's advanced nature and purity. It demonstrates the powerful force of truth and the great power of practice, and will continue to be enriched and developed as the practice of Party building in the new era advances.

At present, the basic realization of socialist modernization has entered a critical period of consolidating the foundations and exerting effort across the board, in which strategic opportunities coexist with risks and challenges and uncertain, hard-to-predict factors are increasing. Externally, the great changes unseen in a century are accelerating, with turbulence and disorder in the world intertwining and instability intensifying. Domestically, many deep-seated contradictions cannot be avoided or bypassed, and the tasks of reform, development, and stability are arduous and heavy. As for our Party itself, the "four major tests" and "four kinds of dangers" it faces are long-term, complex, and severe. Whether realizing the economic and social development goals of the "15th Five-Year Plan" period, effectively responding to external risks and challenges, or resolving the prominent problems existing within the Party itself, all place new and higher demands on strengthening and improving Party building and raising the Party's governance capacity and leadership level. There is an urgent need to take Xi Jinping Thought on Party Building as a guide, to deeply advance the great new project of Party building in the new era, and to build our Party well and make it strong.
