Xinhua, Beijing, July 8 — The second plenary session of the 11th National Congress of the China Association for Science and Technology was held on the 8th at the Great Hall of the People. Cai Qi said that since the 20th Party Congress, the broad masses of science and technology workers, under the firm leadership of the Party Center, have forged ahead with vigor and perseverance and achieved innovation results that have attracted worldwide attention, proving themselves worthy of being an outstanding contingent fully trusted by the Party and the state and the backbone force in building a science and technology power. Since the 10th CAST Congress, CAST organizations at all levels, guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, have comprehensively implemented General Secretary Xi Jinping's important expositions on scientific and technological innovation and CAST work, upheld the Party's overall leadership, persisted in centering on the Party's central tasks, persisted in enhancing open trust and cooperation with the international science and technology community, and persisted in carrying out work in accordance with the law and their charters, continuously strengthening the vitality of science and technology mass organizations while upholding fundamental principles and breaking new ground, proving themselves worthy of being the bridge and bond linking the Party with the broad masses of science and technology workers and an important force in advancing high-level science and technology self-reliance and self-strengthening.

Cai Qi pointed out that the 15th Five-Year Plan period is a critical period for laying the foundation and exerting full effort toward basically achieving socialist modernization, and also an important stage of overcoming difficulties and storming passes in building a science and technology power. He expressed the hope that the broad masses of science and technology workers will firm up their ambition to serve the country through science and technology, bravely shoulder the mission of self-reliance and self-strengthening, lead the trend of social civilization, and promote science and technology openness and cooperation, carry forward the fine tradition of China's science and technology community of serving the country and benefiting the people, persist in taking the path of independent innovation with Chinese characteristics, run the "critical leg" well on the journey of accelerating the building of a science and technology power, and write a new chapter worthy of the times. CAST organizations at all levels must highlight ideological and political leadership and uniting, rallying, and serving, cementing the common ideological foundation for the science and technology community's united advance; highlight centering on the central task and serving the overall situation, mobilizing the broad masses of science and technology workers to render meritorious service in the 15th Five-Year Plan and forge ahead on the new journey; highlight deepening reform and consolidating the grassroots, expanding both the tangible organizational coverage and effective work coverage of emerging fields; and highlight Party-building leadership and strict governance of the association, strengthening the governance of work style and study style and building a good home for science and technology workers. Party committees and governments at all levels must further strengthen and improve their leadership over CAST work and provide strong support for CAST organizations to carry out their work.
