The strength and role of a Marxist political party depend on both quantity and quality, but quality is more critical and more important. The Communist Party of China, as the world's largest Marxist governing party, faces in the great mission it shoulders on the new journey of the new era — and in the unique challenges of a large party — the need for higher standards and higher requirements for its Party members. Recently, the General Office of the CCP Central Committee issued the newly revised "Detailed Rules on the Work of Developing Party Members of the Communist Party of China." The "Detailed Rules" adheres to Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of the "Three Represents," and the Scientific Outlook on Development; fully implements Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; deeply implements the general requirements for Party-building in the new era; and implements the strategic guideline of comprehensively governing the Party with strict discipline. It makes comprehensive provisions for developing Party members on the new journey of the new era, providing an important standard for further regulating and strengthening Party member development work and improving the quality of newly developed Party members.

马克思主义政党的力量和作用，既取决于数量又取决于质量，但质量更关键、更重要。中国共产党作为世界上最大的马克思主义执政党，新时代新征程所肩负的伟大使命，所面临的大党独有难题，都对党员提出更高标准、更高条件。近日，中共中央办公厅印发新修订的《中国共产党发展党员工作细则》。《细则》坚持马克思列宁主义、毛泽东思想、邓小平理论、"三个代表"重要思想、科学发展观，全面贯彻习近平新时代中国特色社会主义思想，深入贯彻新时代党的建设总要求，贯彻全面从严治党战略方针，对新时代新征程发展党员工作作出全面规定，为进一步规范和加强发展党员工作，提高新发展党员质量提供了重要遵循。

Put political standards first. Members of the Communist Party of China are vanguard fighters of the Chinese working class with communist consciousness. In Party member development, political standards are the foremost criterion: if this requirement is not met, none of the others are. The "Detailed Rules" prominently emphasizes the requirements of resolutely upholding the "Two Establishes" and resolutely achieving the "Two Safeguards," and clearly puts forward the development of Party members of pure political character. It stresses joining the Party ideologically, persisting in using Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to forge minds and souls, and running the arming of the Party's innovative theories through every link of the entire process of cultivation, education, and examination. It stresses incorporating the Party Constitution, Party regulations, Party discipline, and Party history into cultivation and educational content, and introducing and elaborating to applicants the faith and convictions of Communists. It stresses strict political review, conducting in-depth examination of the motives for joining the Party, the political quality, and the real-world performance of development candidates, and requires county-level Party committee organization departments and relevant departments responsible for discipline enforcement and law enforcement to establish a joint political-review system. The purpose of these new provisions and new requirements is to strictly guard the entry gate, to consistently uphold the standards for Party members as stipulated by the Party Constitution, to prevent the substitution of "good-person" standards or "capable-person" standards for political standards, and resolutely to bar from entry those who are politically unqualified and who seek to slip into the Party to grab benefits.

坚持把政治标准放在首位。中国共产党党员是中国工人阶级的有共产主义觉悟的先锋战士。发展党员，政治标准是首要标准，这一条不过关，其他都不过关。《细则》突出强调坚定拥护"两个确立"、坚决做到"两个维护"的要求，旗帜鲜明提出发展政治品质纯洁的党员；强调思想入党，坚持不懈用习近平新时代中国特色社会主义思想凝心铸魂，将党的创新理论武装贯穿培养教育考察全过程各环节，将党章、党规、党纪、党史等纳入培养教育内容，向入党积极分子介绍和阐释共产党人的信仰信念；强调严格政治审查，深入考察发展对象的入党动机、政治素质和现实表现等情况，要求县级党委组织部门和执纪执法等相关部门建立政审联审制度。这些新规定新要求，目的就在于严把入口关，始终坚持党章规定的党员标准，防止以好人标准、能人标准代替政治标准，坚决把那些政治上不合格、想混入党内捞好处的人挡在门外。

Work hard to improve the quality of newly developed Party members. Party members are the cells of the Party's body; the quality of newly developed Party members concerns the health and vitality of the Party's body and concerns the Party's image and prestige among the people. The newly revised "Detailed Rules" further optimizes the procedures and steps for developing Party members, and puts forward new specific requirements for: the identification, cultivation, and education of activists for joining the Party (入党积极分子); the identification and examination of development candidates (发展对象); and the admission, educational examination, and conversion to full membership of probationary Party members. It clarifies, by category, the Party organizations to which applications for Party membership may be submitted; clarifies the standards and conditions for cultivation contact persons and Party-introduction persons; clarifies the filing procedures for activists for joining the Party and for development candidates; and requires public notice of the proposed development candidates, and the like. These provisions and requirements are a regularity-based summing-up of the successful practice of Party member development over the long term, and especially since the 18th Party Congress. They are an important institutional mechanism for ensuring the quality of newly developed Party members, and must be implemented well and carried out well; they must never be discounted or worked around, much less subjected to formalism or empty going-through-the-motions.

着力提高新发展党员质量。党员是党的肌体的细胞，新发展党员质量怎么样，关系党的肌体健康和生机活力，关系党在人民群众中的形象和威望。新修订的《细则》进一步优化发展党员程序步骤，对入党积极分子的确定和培养教育，发展对象的确定和考察，预备党员的接收、教育考察和转正等提出新的具体要求，分类明确可以递交入党申请的党组织，明确培养联系人和入党介绍人的标准条件，明确入党积极分子和发展对象备案程序，要求对发展对象人选进行公示等。这些规定要求是长期以来特别是党的十八大以来发展党员成功实践的规律性总结，是保证新发展党员质量的重要制度机制，必须落实好、执行好，绝不能打折扣、搞变通，更不能搞形式主义、走过场。

Strengthen leadership over Party member development work. Party member development is an important foundational project of Party building and an ongoing task of Party organizations. The "Detailed Rules" focuses on grasping the major political responsibility of doing Party member development well, further clarifies the leadership responsibilities of Party committees at all levels, and refines the duties and tasks of organization departments. Party organization secretaries at all levels must strengthen their sense of responsibility and effectively shoulder the duties of the "first-responsible person." It is necessary to handle the relationship between quantity and quality correctly, to insist on quality first, and to place the focus of Party member development on foundational work such as strengthening cultivation and education, correcting motives for joining the Party, and strengthening ideological induction into the Party. It is necessary to continuously optimize the structure of the Party membership ranks: pay attention to developing Party members from among youth, industrial workers, peasants, and the intelligentsia; do well in Party member development in emerging fields; and steadily absorb advanced elements from all sides into the Party, so as further to consolidate the Party's class foundation and mass foundation and continually enhance its appeal, cohesion, and influence. It is necessary to strictly investigate and deal with violations of regulations and discipline and improper practices in Party member development, and to handle them in accordance with regulations and discipline; for those admitted in violation of regulations or who do not meet the conditions for Party membership, their Party member identity shall not be acknowledged, and the political nature and seriousness of Party member development work shall be resolutely safeguarded.

加强对发展党员工作的领导。发展党员工作是党的建设一项重要的基础性工程，是党组织的一项经常性任务。《细则》聚焦抓好发展党员工作的重大政治责任，进一步明确各级党委的领导职责，细化组织部门的职责任务。各级党组织书记要强化责任意识，切实担负起第一责任人职责。要正确处理数量和质量的关系，坚持质量至上，把发展党员工作重心放在加强培养教育、端正入党动机、强化思想入党等基础性工作上。要不断优化党员队伍结构，注重从青年和产业工人、农民、知识分子中发展党员，做好在新兴领域中发展党员工作，源源不断把各方面先进分子吸收到党内来，进一步夯实党的阶级基础和群众基础，不断增强党的号召力凝聚力影响力。要严肃查处发展党员工作中的违规违纪问题和不正之风，依规依纪作出处理；对违反规定吸收入党、不符合党员条件的，一律不予承认党员身份，坚决维护发展党员工作的政治性严肃性。

Party member development work concerns the passing on of the Party's cause and ensuring there are successors. Party organizations at all levels must raise their political stance and, from an overall and strategic height, fully appreciate the major significance of Party member development on the new journey of the new era; study, propagate, and implement the "Detailed Rules" well; highlight political standards; observe strict procedures, strict checks, and strict discipline; better improve the quality of newly developed Party members; and continuously work to strengthen the Party membership ranks, in order to provide a strong organizational guarantee for comprehensively advancing the building of a great power and the rejuvenation of the nation through Chinese modernization.

发展党员工作事关党的事业薪火相传、后继有人。各级党组织要提高政治站位，从全局和战略的高度，充分认识新时代新征程发展党员工作的重大意义，学习宣传好、贯彻落实好《细则》，突出政治标准，严格程序、严格把关、严肃纪律，更好地提高新发展党员质量，持续用力建强党员队伍，为以中国式现代化全面推进强国建设、民族复兴伟业提供坚强组织保证。
