I. Overall Requirements

With scientific and technological innovation as the guide and a substantial increase in total factor productivity as the core hallmark, we must promote revolutionary technological breakthroughs, the innovative allocation of production factors, and the deep transformation and upgrading of industries; promote the optimized combination, renewal, and upgrading of workers, the means of labor, and the objects of labor; comprehensively advance innovation in science and technology, industry, modes of development, institutions and mechanisms, and mechanisms for talent work; accelerate the formation of relations of production better suited to new quality productive forces; foster a sound development ecosystem conducive to the deep integration of scientific and technological innovation and industrial innovation; and better support high-quality development.

(1) Strengthen original and disruptive scientific and technological innovation. Remain oriented toward the frontiers of global science and technology, the main arena of the economy, major national needs, and the health and lives of the people, and organize major science and technology projects focused on strategic, landmark, and leading products. Give equal weight to goal-oriented research and free exploration, address weaknesses in technological science and engineering science through organized basic research and applied basic research, and support free-exploration basic research in breaking new ground. Coordinate the development of scientific and technological innovation platforms and bases, systematically plan and build major scientific and technological infrastructure, strengthen open sharing, and avoid duplication and fragmentation. (2) Accelerate breakthroughs in key core technologies. Harness the advantages of the new system for mobilizing resources nationwide. In key fields, organize and implement actions for the high-quality development of key manufacturing industrial chains and industrial innovation projects, strengthening coordinated efforts to achieve breakthroughs across the entire chain, support across all factors, and comprehensive ecosystem development. Fully implement policies for first-unit (set) and first-batch applications, and promote technological iteration and upgrading.

Guided by national strategic needs, optimize the positioning and layout of national research institutions, high-level research universities, and leading science and technology enterprises.
