The "15th Five-Year Plan" outline makes strategic arrangements for "consolidating and enhancing the integrated national strategic system and capabilities," emphasizing the need to accelerate the building of strategic capabilities in emerging domains and to promote the high-efficiency integration and two-way reinforcement of new-quality productive forces and new-quality combat capabilities. This is a strategic deployment by the Party Central Committee aimed at better coordinating development and security and better coordinating economic construction and national defense construction. It is a major measure for responding to complex security threats and winning national strategic advantage, and an important guarantee for achieving the centenary goal of the military on schedule and accelerating the building of our military into a world-class force. We must thoroughly implement the decisions and deployments of the Party Central Committee, the Central Military Commission, and Chairman Xi; scientifically grasp the characteristics and patterns of development in emerging domains; give full play to the advantages of the new-type whole-nation system; accelerate the building of the integrated national strategic system and capabilities; and promote the all-around enhancement of strategic capabilities in emerging domains.

Deeply Understand the Situational Requirements for Building Strategic Capabilities in Emerging Domains

深刻认识新兴领域战略能力建设的形势要求

The world has entered an accelerated period of turbulence and transformation, making it urgent to focus on emerging domains to seize future strategic initiative. At present, the world's new round of scientific and technological revolution and military revolution are intertwined and evolving at an accelerated pace. Emerging domains are incubating major breakthroughs and moving rapidly toward the application frontier, simultaneously giving rise to new-quality productive forces and new-quality combat capabilities. We must seize strategic opportunities and push forward the rapid development of emerging domains. New technologies such as quantum information and biological intersection are emerging in profusion and breaking through at multiple points, driving the reorganization of global resource factors, the reshaping of economic structures, and the transformation of military landscapes. We must firmly grasp this trend, ride the momentum, comprehensively coordinate and allocate resources from all sides, and advance the deployment and development of emerging domains. We must promote scientific and technological self-reliance and integrate and upgrade research paradigms in emerging domains. Emerging research paradigms such as "big-data-driven research" and "intelligence-plus research" are rapidly forming and spreading externally, raising research efficiency exponentially and driving frontier scientific breakthroughs and applied transformation with unprecedented intensity, breadth, and speed. We must break down disciplinary barriers, deepen cross-domain connectivity, and combine points and surfaces in a systematic effort to overcome the key bottleneck problems of emerging domains. To prevail in future wars, we must achieve systemic breakthroughs on the major issues of emerging domains. Development in emerging domains is driving profound transformations in the forms of warfare and the mechanisms of victory, giving birth to entirely new modes of combat. Opening up new tracks of military competition is a strategic layout for building a world-class military. We must deepen military-civilian cooperation, mount systematic joint tackling efforts, pursue two-way transformation, and accelerate the formation of usable, effective new capabilities for defeating the enemy.

Major-power competition has entered a turbulent period, making it urgent to focus on emerging domains in order to forge multi-dimensional new growth poles of combat capability. At present, China's development has entered a period in which strategic opportunities coexist with risks and challenges and in which uncertain and unpredictable factors are increasing. The challenges facing national security are severe and complex, and it is urgent to accelerate the building of strategic capabilities in emerging domains, to explore models for building and employing new-domain, new-quality forces, and to accelerate the cultivation and development of asymmetric technological capabilities. We must seize the initiative in strategic competition and plan ahead the development of advanced technologies and equipment in a coordinated way. In responding to strategic competition, we must strengthen the linked innovation and synergistic breakthroughs of new concepts, new mechanisms, and new technologies in strategic deterrence, missile penetration, and other areas, rapidly forming new asymmetric advantages. To maintain peripheral security and stability, we must employ systems-thinking to design and forge new types of deterrence tools. At present, China's relations with its periphery are at the best stage since modern times began, but we have also entered an important phase in which the peripheral landscape and global transformations are deeply interlocking. Through military-civilian coordination, we must advance innovation in and the building of tools for maintaining peripheral stability, accelerating the formation of countervailing deterrence advantages in emerging domains. To defend territorial sovereignty and integrity, we must strengthen new-quality combat forces through all-domain coordination. While always adhering to the path of peaceful development, we must accelerate major technological innovation in emerging domains, accelerate the mutual reinforcement of new-quality productive forces and advanced combat capabilities, and work hard to strengthen the strategic capabilities for defending national sovereignty and territorial integrity.

大国博弈进入动荡期,亟须聚焦新兴领域全维打造战斗力增长极。当前,我国发展进入战略机遇和风险挑战并存、不确定难预料因素增多的时期,国家安全面临的挑战严峻复杂,亟须加快新兴领域战略能力建设,探索新域新质力量建设和运用模式,加速培育和发展非对称技术能力。把握战略博弈主动,前瞻统筹发展先进技术装备。应对战略博弈,加强战略威慑、导弹突防等新概念、新机理、新技术联动创新和协同突破,快速形成新的非对称优势。维护周边安全稳定,体系设计打造新型威慑手段。当前,我国同周边关系处于近代以来最好的时期,同时也进入周边格局和世界变局深度联动的重要阶段。军地协同推进周边维稳手段创新和建设,在新兴领域加速形成制衡威慑优势。捍卫领土主权完整,全域协同强化新质作战力量。在始终坚持走和平发展道路的同时,加快新兴领域重大技术创新,加快新质生产力和先进战斗力相互拉动,着力强化捍卫国家主权和领土完整的战略能力。

The building of a world-class military has entered a critical period, making it urgent to base ourselves on emerging domains and accelerate the supply of advanced technology and talent across the whole chain. To advance the building of a world-class military, we must aim at the frontiers of world science and technology, focus on strategically contested domains, and promote the deep integration and aligned exertion of the innovation chain, industrial chain, capital chain, and talent chain, working hard to shore up weak links, push through transformational leaps, and accumulate winning advantages. To achieve high-quality development of the military, we must focus on emerging domains to lead breakthroughs. Military construction is at a critical period of upgrading quality and increasing efficiency, and emerging domains are the key handle for achieving leapfrog development. To enhance the effectiveness of combat systems, we must thoroughly implement the strategy of military-civil fusion development, give play to the advantages of the new-type whole-nation system, actively seize the commanding heights of development in emerging domains, lead the improvement of military governance capabilities, accelerate the generation of new-quality combat capabilities, and push the basic realization of national defense and military modernization to make decisive progress. To counter scientific and technological blockades and suppression, we must lock onto frontier areas and strengthen autonomous breakthrough. The U.S. and the West are continuing to escalate their scientific and technological blockade and containment of China, with technology controls becoming ever more precise and their focus extending from "choking us in the present" to "choking us in the future." China's innovation environment and security situation in high-tech fields are severe and complex, demanding that we target frontier emerging fields, integrate high-quality innovation resources and forces, concentrate efforts to win the battle for breakthroughs in key core technologies, and fundamentally reverse the situation of being constrained by others. To advance the efficient implementation of major projects, we must strengthen the supply of frontier and high-end talent. The implementation of major national defense development projects, the intensification of national defense scientific and technological innovation and the transformation of advanced technologies, and the acceleration of advanced weapons-and-equipment development all depend on "people" as the core element. We must uphold the principle that talent comes first, actively explore mechanisms for cultivating and employing high-end talent in emerging domains, and rely on high-quality talent to drive the high-quality development of major projects.

一流军队建设进入关键期,亟须立足新兴领域全链加快先进科技和人才供给。推动一流军队建设,瞄准世界科技前沿,聚焦战略必争领域,推动创新链、产业链、资金链、人才链等深度融合、同向发力,着力补强短板弱项、推进转型跨越、积蓄优势胜势。实现军队高质量发展,着眼新兴领域引领突破。军队建设正处在提质增效的关键期,新兴领域是实现跨越发展的关键抓手。推动作战体系效能提升,深入贯彻军民融合发展战略,发挥新型举国体制优势,积极抢占新兴领域发展制高点,引领提高军事治理能力、加快新质战斗力生成,推动基本实现国防和军队现代化取得决定性进展。反制科技封锁打压,紧盯前沿强化自主突围。美西方对我国科技封控围堵持续加码,技术管控愈发精准,重心由"卡眼下"向"卡未来"延伸,我国高科技领域创新环境和安全形势严峻复杂,要求瞄准新兴前沿领域,整合优质创新资源和力量,聚力打赢关键核心技术攻坚战,彻底扭转受制于人局面。推进重大工程高效实施,强化前沿高端人才供给。实施国防发展重大工程,加紧国防科技创新和先进技术转化,加快先进武器装备发展,都离不开"人"这个核心要素。坚持人才第一理念,积极探索新兴领域高端人才育用机制,以高素质人才推动重大工程高质量发展。

积极探索新兴领域战略能力建设的实践路径

Advance the integrated development of education, science and technology, and talent in emerging domains. Education, science and technology, and talent are the foundational and strategic supports of Chinese modernization. We must deeply grasp the inherent mechanisms by which the three coordinate and grow together, design them in a unified way, develop them as an integrated whole, and form a multiplier effect that drives the high-quality development of emerging domains. Explore integrated coordination mechanisms for education, science and technology, and talent. We must strengthen top-level coordination and cross-departmental governance mechanisms. Centered on major national strategic objectives and major scientific and technological tasks, we should explore the establishment of a routinized coordination mechanism that integrates education, science and technology, and talent, applying integrated design and collaborative decision-making in the formulation of plans, project layouts, resource allocation, and performance evaluation, and strengthening institutional linkages on project management, fund use, and personnel flow. Strengthen industry-education integration and science-education fusion. Centered on technological innovation, industrial development, and national strategic needs in emerging domains, we must optimize and adjust disciplinary settings and talent training models, accelerate the building of basic, emerging, and interdisciplinary disciplines in key directions such as integrated circuits, artificial intelligence, new energy, and new materials, and explore a "universities + national laboratories + science-and-technology innovation enterprises" joint training model, promoting the organic linkage and deep integration of the education chain and talent chain with the industrial chain and innovation chain. Promote the coordinated functioning of the education-science-technology-talent ecosystem. Focusing on chokepoint technologies and frontier directions in emerging domains, we must deepen the integrated reform of education, science and technology, and talent evaluation, advance an organized science-and-education model in which "enterprises (or military units) pose the questions, universities work out the solutions, and the two sides jointly raise talent," explore evaluation mechanisms oriented around "tasks, results, and contributions," and create a talent self-cultivation model driven by real scenarios.

推进新兴领域教育科技人才一体发展。教育科技人才是中国式现代化的基础性、战略性支撑,要深刻把握三者协同共生的内在机理,统筹设计、一体发展,形成推动新兴领域高质量发展的倍增效应。探索教育科技人才一体统筹机制。强化顶层统筹与跨部门治理机制,围绕国家重大战略目标和重大科技任务,探索建立教育科技人才一体统筹的常态化协调机制,在规划制定、项目布局、资源配置和绩效评估等环节,实行一体设计和协同决策,加强项目管理、经费使用和人员流动等制度衔接。强化产教融合、科教融汇。围绕新兴领域科技创新、产业发展和国家战略需求,优化调整学科设置和人才培养模式,在集成电路、人工智能、新能源、新材料等关键方向加快基础学科、新兴学科、交叉学科建设,探索"高等院校+国家实验室+科创企业"联合培养模式,推动教育链、人才链与产业链、创新链的有机衔接、深度融合。促进教育科技人才生态系统协同。聚焦新兴领域"卡脖子"技术与前沿方向,深化教育、科技、人才考核评价一体改革,推动"企业(部队)出题、高校解题、联合育人"的组织化科教模式,探索"任务、成果、贡献"导向的评价机制,打造以真实场景为驱动的人才自主培养模式。

Strengthen the integrated layout of strategic scientific and technological forces and major scientific and technological projects. At present, global technological competition is becoming increasingly fierce, and China's chokepoint problems in key core technologies remain prominent. Only through the systematic deployment of strategic scientific and technological forces and major scientific and technological projects can we accelerate breakthroughs in the bottlenecks constraining the development of emerging domains. Seize the opportunity of paradigm change to firm up the foundations of national scientific and technological innovation. We must seize the paradigm-shifting opportunities of converged science and AI-for-science, use strategic science-and-technology programs as the traction, deploy and support the national strategic scientific and technological forces, rely on new-type infrastructures such as big science facilities and large AI models, build high-end platforms for scientific and technological innovation and centers for interdisciplinary research, gather high-quality innovation resources and top-tier scientific and technological talent, and strengthen the country's scientific and technological foundation. Focus on national strategic needs to enhance mission-driven joint-tackling efficiency. Looking to solve overarching, long-term major scientific and technological problems, we must deploy a batch of major national scientific and technological projects, guide the strategic scientific and technological forces to undertake joint cross-domain and cross-organizational tackling, drive organized innovation through scenarios of building a strong country and a strong military, and through the dynamic matching of "top-down" organized research with "bottom-up" distributed coordination accelerate the achievement of innovation-led development. Plan ahead in future science and technology to accelerate the cultivation of strategic leading capabilities. Targeting frontier tracks such as artificial intelligence and new energy, we must deploy and implement a batch of major national scientific and technological projects, rely on the national strategic scientific and technological forces, build new-type innovation consortia that closely link industry, universities, and research institutes, empower the emergence of innovation through flexible mechanisms and a healthy ecosystem, open up new fields and new tracks of development, and comprehensively shape new drivers and new advantages of high-quality development.
